Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member Caroline Burghardt, Member Lauren Standish, Committee Secretary Absent was: James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:40PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Peter Young will attend the Town Board meeting scheduled for August 8th on Fishers Island. There has been no update on the appointment of a new member to the council. Peter has been in contact with Councilman Dinizio via e-mail to discuss the possibility of the CAC assisting Mark Terry with the LWRP. They will schedule a meeting with Mark and Supervisor Russell in the near future. 2 Peter proposed the idea of revisiting the mooring regulations and administration thereof. Surveying the creeks and the locations of the existing mooring will require a boat. This will be discussed further at a future meeting. REPORTS Caroline Burghardt attended the Board of Trustees meeting held on Wed., June 20th. The meeting was business as usual with the exception of one application for activity next to Town Beach, which was Tabled for various reasons. OLD BUSINESS Peter Meeker distributed a "For the Record" report of outstanding ideas and proposals open for consideration. (See attached.) Chairman Young will draft a memo to Councilman Dinizio outlining each outstanding item and a request for assistance. Peter Meeker distributed an End of Year Report for 2017 for review. The CAC members approved the report and requested it be submitted to the Town Board. APPROVAL OF MINUTES Moved by John Stein, seconded by Caroline Burghardt, to Approve the Minutes of June 13, 2018. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of MARK & HELEN LEVINE to construct 240' revetment at the base of the bluff using Y to 3 ton rock and 12" to 16" coir-logs. Re- contour the 205' top edge of bluff and build a new berm reusing material excavated for revetment construction. Regrade and revegetate area with native plantings. Terrace eroded areas on the slope on bluff as needed using 12" to 16" coir-logs as terracing boards. Regrade areas landward and revegetate slope with native plantings. SCTM#38-6-12 Inspected by: Peter- Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of PAUL ERIC WACHTER & SUSAN COHEN WACHTER to create a 30' non-disturbance buffer from the beach at 2295 Bay Shore Road landward, with a ten-year maintenance permit for phragmites trim and removal, in lieu of replanting. Located: 2295 Bay Shore Rd., Greenport. SCTM#53-4-15 Inspected by: Peter Meeker The CAC Supports the application with the recommendation the 30' buffer is distinctly established. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of BAYSHORE ROAD, LLC for the repairs to the existing 100' concrete bulkhead, which includes stabilizing two (2) vertical cracks, repairing spalled areas and pouring support footing under first concrete step. Re-stone existing 42 sf. concrete landing. Replace steel handrail with aluminum as needed. Located: 3345 Bayshore Rd., Greenport. Construct 95' of new bulkhead in place raising top elevation +2.5' to match top elevation of adjacent west bulkhead. Remove remains of existing collapsed stairway down bluff completely. Construct two 95' retaining walls across face of the bluff for terracing purposes. Regrade face of bluff. Contour top edge of bluff and construct berm at top edge. Install jute matting on face surface of bluff. Revegetate bluff and berm with native plantings. Located: 19995 Soundview Ave., Southold. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of BRETT O'REILLY for the removal and replacement of existing bulkhead in same location with 164 If. of new vinyl bulkhead, installation of 10' wide non-turf buffer landward of bulkhead, removal and replacement of 4'X 4' steps to beach in similar location as existing, removal and replacement of decking on existing 6'X 33' with new untreated decking on existing dock, extension of existing dock with new 4'X 30' fixed dock with untreated decking, removal of existing ramp and floating dock and installation of new 30" X 14' aluminum ramp, 5'X 24' floating dock supported by 2-10" dia. piles and installation of 4-10" dia. tie-off piles adjacent to proposed floating dock. Located: 6213 Oregon Rd., Cutchogue. SCTM#82-2-3.1 Inspected by: John Stein, James Abbott The CAC does Not Support the application. Historically, the proposed project plan does not work in this area, which is a highly sensitive area extending along the entire shoreline to Orient. The CAC is adamantly against any hardening of the shoreline, as outlined in "The Starvation of Southold's Shoreline" and thoroughly and comprehensively addressed in 2014. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by James Abbott, it was RESOLVED to NOT SUPPORT the application of CUTCHOGUE 6291, LLC to construct along eroding toe of bluff approx. 165 If. of stone revetment, including an easterly 10' angled return, consisting of approx. 3 to 5 ton stone placed over 50 to 100 Ib. core stone and filter cloth; restore bluff face by constructing terrace retaining walls and placing approx. 214 cy. of sand re-nourishment to be vegetated with native plantings; construct 4' wide elevated timber bluff stairway with approximate overall length of 76', including entry platform, two 4'X 4' middle landings, two 4'X 5.6' middle landings with benches, and 4'X 5.6' bottom landing with bench, leading to approx. 4' wide stone steps through revetment 7 to beach; and establish a 4'X 415' wood chip path through beach access easement to proposed stairway. Located: 6291 Oregon Rd., Cutchogue. SCTM#82-2-3.2 Inspected by: John Stein, James Abbott The CAC does Not Support the application. Standish, Secretary Conservation Advisory Council For The Record Seven months into 2018 the Conservation Advisory Council has many outstanding ideas and proposals open for consideration. For well over a year,the Town Board,the Town Trustees, and the members of the council have agreed to expand the CAC beyond waterfront building applications, which the Trustees ultimately decide on. Some innovative ideas have been raised, but no material progress has been realized. I believe a more substantial use of the CAC is long overdue. Things raised for consideration and implementation are: 1. End of Year Report for 2017 2.A Presentation to the CAC by one or more Trustees touching on indiginous wetland plants,, a final position on climate change and its impact on coastal erosion, and nitrogen &other pollutants in our surface and groundwaters. 3. Staking and Survey of North Shore 4. Milkweed planting for Monarch Butterfly Migration 5. Bee Keeping 6.Seating New Members 7. Enforcement of:set backs in building permits, new tech septic systems,and surface water runoff 8. Matrix of all conservation groups including mission statements and contact information These are just some of the projects the CAC can and should address. lam willing to dedicate a few extra hours per month to accomplish good work on these issues.
