HomeMy WebLinkAboutLP-06/26/2018 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, June 26, 2018 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: Sam McCullough, Chairman Anne Murray Eric Keil John Simicich Will Lee Members Absent: Lillian Ball Doris McGreevy Also present: Melissa Spiro, Land Preservation Coordinator Bob Ghosio, Town Board Liaison (7:45 p.m.) Commencement:  The meeting began at 7:00 p.m. with five LPC members present. Committee Minutes and Administration:  Acceptance of LPC meeting minutes from June 12, 2018 MOTION made by Sam McCullough, seconded by Eric Keil, to adopt the 6/12/2018 Land Preservation Committee meeting minutes. Motion carried: 4/0/1 (LPC member Anne Murray abstained as she was not in attendance for the 6/12/2018 LPC meeting)  Next Regular LPC Meeting Date: The next regular meeting is scheduled for Tuesday, July 10, 2018. Land Preservation Applications & Potential Applications MOTION made by Sam McCullough, seconded by Will Lee, to enter into Executive Session – Proposed Acquisition, Sale of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 5/0 The LPC members entered into EXECUTIVE SESSION.  Melissa Spiro, Land Preservation Coordinator \[executive session\] Inquiries, new applications, appraisals and current applications MOTION made by Eric Keil, seconded by Anne Murray, to end Executive Session. Motion carried: 5/0 EXECUTIVE SESSION ENDED  SCTM #1000-100.-2-4 (ROBINSON) MOTION made by Eric Keil, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro, with the approval of the Town Board, to commission an appraisal for the purchase of a development rights easement on the Robinson Property (SCTM #1000-100.-2-4). Motion carried: 5/0 Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  New York State Agriculture and Markets Round 16 FPIG Request for Proposals Land Preservation Coordinator Melissa Spiro presented information regarding the State RFP due August 31, 2018 and the State requirements for conversation easement projects. In addition, Melissa presented information pertaining to the Town’s last RFP which was not selected and information from the grant “debriefing” she had with the State. The LPC discussed the State requirements and pending Town projects and decided not to pursue grant funding under this round.  Draft Policy for Public Participation at Land Preservation Committee Meetings LPC reviewed and edited drafted Policy regarding public participation at LPC meetings. The Committee is recommending that the Town Board accept the following Policy subject to review by the Town Attorney: DRAFT: Policy for Public Participation at Land Preservation Committee meetings Land Preservation Committee meetings are open to the public with the exception of any portion(s) of the meeting during which the Committee enters into an executive session. Any member of the public wishing to address the committee must contact the Land Preservation Committee Chairperson or the Land Preservation Coordinator in advance of a scheduled meeting to request an appointment to be placed on an Agenda. Such appointments will be limited to ten (10) minutes.  Annual Fishers Island Town Board Meeting – August 8, 2018 Land Preservation Coordinator Melissa Spiro plans to attend. Adjournment: MOTION made by Sam McCullough, seconded by John Simicich, to adjourn this meeting.
