HomeMy WebLinkAbout06/18/2018 A Southold Transportation Commission Southold Town Hall June 18, 2018 Meeting Called to Order: 10:00 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Highway Superintendent Orlando, Nick Mazzaferro, Frank Field and Tom Fox. Approval of May 23, 2018 Meeting Minutes Under Old Business—Traffic Issues—Village of Greenport, a correction was noted by Trustee Phillips that the SPD had found that the average vehicle speed in Greenport was less than 30 MPH. A motion to accept the corrected minutes was then made, was seconded and was carried. East End Transportation Council - Update There was no EETC meeting. Traffic Summit Follow-up— Business Meeting—June 27, 1 pm —Town Community Center Representatives of local Chambers of Commerce and Business Improvement Districts have been invited to attend. In anticipation of the meeting, several relevant issues were discussed. Trustee Phillips noted that there had been an increase in ferry traffic bound for the U.S. Open in Southampton. (See comment below). Councilman Ruland observed that Harbes has engaged a traffic engineer/consultant and also suggested that incentives for visitors such as variable daily pricing may be issues for consideration. He also noted that local retail merchants have reported that visitor traffic volume had decreased, except for the Mattituck Strawberry Festival on the weekend of June 16-17. Chief Flatley reported that the Lavender Farm had announced that blooms have started. He also noted that the Mattituck Strawberry Festival seemed not to have been as busy as usual and that the parking field had not been filled to capacity. Town Supervisor, Board and Trustee Requests Old Sound Avenue Stop Sign —Mattituck- Update The Town Board will hold a public hearing tomorrow, at which that issue will be discussed. Councilman Ruland suggested that a "Stop Sign Ahead" should be placed as appropriate along the roadway, with a "Three-Way Stop Sign" at the intersection with Westphalia Avenue. Pike Street Parkinq Lot Rules of Operation—Mattituck Neb observed that restriping of the lot had effectively increased the number of parking spaces. Councilman Ruland suggested that the new striping arrangement should remain in place at least until the end of 2018, with future consideration for spaces of 1 hour, all day and overnight parking. When restriping is necessary, the Riverhead model of variable colored striping for the different durations may be workable, thereby obviating the need for otherwise appropriate signage. However, effective enforcement of any 30 minute spaces might be difficult. He also suggested that appropriate signage should mandate"head-in" parking only. The issue of 1 t� delivery trucks and parking issues should be on the agenda for the June 27 business meeting. Trustee Phillips noted that VGPT parking lots generally provide for 30 minute and 1 hour spaces from 8:OOAM to 5:OOPM. Annual Fishers Island Town Board Meeting —August 8 Heather Lanza noted that the agenda for the meeting would include public input on the Transportation & Infrastructure Chapter of Town Comprehensive Plan with respect to ferries, emergency access and bike trails. Commissioners may attend. NYSDOT Traffic Safety Concerns- Mattituck and Greenport NYSDOT's letter of May 18, 2018 responded to the May 2, 2018 letter from a former Trustee of the Village of Greenport concerning the adequacy of truck routing signage and bicycle safety on State Road 25 and County Road 48. NYSDOT reviewed the issues raised and found the existing signage to be adequate. However, the agency also voiced no objection to the placement of future signage placed by the Town of Southold and/or the Village of Greenport with respect to directing truck traffic from local roads to CR48. Planning Board Requests Transportation & Infrastructure Chapter of Town Comprehensive Plan —Ongoing Preparation by Contractor- Update Heather Lanza reported that a draft of the plan should be ready by the July 2018 meeting. Current Transportation Issues -Updates Southold Bus Shelters- Update Jim Kalin advised that SCDPW has contracted for the placement of one or two bus shelters per year, starting in 2019. Dunn Report Love Lane & SR25- Mattituck Jamie Richter reported that there has been no response from Dunn Associates concerning the Town's inquiry about the inadequacies of its report. Peconic Water Taxi Proposal Tom Fox advised that there was nothing new to report. However, while potential operators may be interested, the issue of adequate parking of riders' vehicles at loading and discharging locations would be a major problem to be dealt with initially. Old Business Request for Traffic Signal at the Intersection of CR48 and SR25—Greenport On June 10, 2018, a concerned local resident renewed her request of June 2017 for the placement of a traffic signal at that intersection. Jamie Richter will prepare an update for that person concerning the status of a traffic study at that location. Traffic Issues—Village of Greenport Trustee Phillips noted that North Ferry traffic bound for the U.S. Open in Southampton had been backed up to the 711 on SR25. She also observed that North Ferry access should have better markings and needs better traffic control to and from its boats. 2 l CR48 Repaving - Update Adjustments to and the restriping of the new roadway from Hortons Lane to Greenport should be completed within the next two weeks. New Business The Orient Association's letter of May 17, 2018 to the Supervisor sought the Town's assistance in dealing with NYSDOT concerning speed limits, congestion and safety. Chief Flatley reported that he had met with that group before the issuance of its letter and had also received its mapping of the areas concerned. He suggested that NYSDOT should survey the situation. He will also provide copies of that document at the next meeting. S92 Smartphone"App" In response to Trustee Phillips' inquiry, Jim Kalin advised that the "Rider" app is online and is seeing increased usage. Next Meeting The next meeting is scheduled for July 23, 2018 at 10:00 AM in the conference room at Town Hall. First: The July 23rd meeting will be attended by Professor Gerrit Wolf and Burke Liburt. Gerrit Wolf brings to the equation years of success in the held of management, both as a teacher, as Dean of the Harriman School of Management. His extensive profile is on Linkedln. Gerrit founded both the Innovation and the Innovation Consultancy. The Consultancy brings together the resources of the University to focus on specific challenges of business, municipalities and social systems. I have been privileged to work with Gerrit for a number of years to facilitate a number of these projects. Second: The Innovation Consultancy approach is client centered. We meet with you learn the architecture of your problem/challenge; we may ask a few questions; we may meet with you more than once preliminarily. Third: We meet (internally) with senior faculty resources to determine whether an informed assessment, and, if appropriate, solutions, can be created for you. Fourth: We will return to you with a proposal only-- after rigorous due diligence--we conclude that we can help you. Attendant costs for faculty costs administration will be presented at that time as well. The decision as to whether to work with us after the first meeting (on July 23rd) might be premature. You need to evaluate whether the resources we present will be of value. It may be that The Town Board needs to know that you are considering The innovation Consultancy to work through the challenges of both traffic and growth before we provide an assessment for you. There is no charge for any of the work we do before a plan is accepted. I hope this provides some clarification for and I look forward to talking with you in the next couple of days. This letter summarizes the discussion. At my request, Office of the Town Engineer and Commissioner James Richter prepared a synopsis of past Town efforts and current thinking for this location as follows: • The intersection of State Route 25, County Route 48 and Sound Road in Greenport is currently controlled by a single red and yellow blinking light system. This intersection has been discussed at the Town Transportation Commission on many occasions. • The Commission offers the following history and on-going considerations that we are undertaking in an attempt to rectify all concerns related to this intersection. • To date, the Town has requested the Department of Transportation (DOT) to study this intersection on at least two occasions. The first time was during the Planning Review of the Peconic Landing Facility. At that time, the DOT determined that existing traffic counts at this site did not warrant a full Traffic Control Light System for this intersection. Without meting the minimum warrants required by New York State Design Specifications, it would not be possible for the DOT to up-grade the traffic control system there. l • The ongoing discussions at the Commission level indicated that the Town was not satisfied with that DOT determination. As such, a few years later the Commission requested the DOT to study this intersection again. Unfortunately, the answer came back the same. • At this point in time, the Town is working with the Village of Greenport to find funding to perform a new traffic study to develop a new design for this intersection that would meet all of the concerns that have been received as well as the ones developed by the Commission. If we are successful in completing this task, we will have a preliminary, shovel ready project that can be used to obtain transportation grants that may fully fund a project that we can all be proud of. • The only unfortunate issue is that this process will take time to develop and we are persistently reaching out to all our local representatives in an effort to expedite the process. I hope this explanation lets you appreciate what we are attempting to accomplish. I can only assume that this is not an acceptable answer for you to hear, However, I can state for the record that neither is the Commission. Sincerely, Neboysha R. We met several times with East Marion residents and conducted a survey of East Marion residents to identify their primary concerns unique to our hamlet. East Marion is the smallest hamlet in Southold as well as the most densely populated one. It is the only hamlet that has only one east-west road. Traffic safety was noted as a top concern by East Marion residents both at our meetings and in our survey. EMCA concurs with and supports the Orient Association's (OA) proposition to implement a consistent speed limit from the blinking light in Greenport to the ferry departure in Orient Point. Research supports this traffic calming method. EMCA's traffic committee, Grace Griffin and Rob Hempel,have met with OA's traffic committee,Jessica Frankel,Venetia Hands and Bob Hanlon. In addition to the consistent speed limit, EMCA sees a need for a crosswalk in the vicinity of the East Marion Post Office. Our one east-west route is shared by residents,workers, tourists, lavender farm visitors and ferry traffic. Located within less than a half-mile of such a crosswalk would be our hamlet's only store,the post office,the firehouse, a church, a hotel, the lavender farm and a farm stand.With no significant off-road parking in that area, vehicles park on both sides of the road and pedestrians queue-up waiting for a break in the flow of traffic in order to cross. We understand that research shows crosswalks slow traffic and make drivers aware of pedestrian traffic. EMCA representatives have met with you and Chief Flatley concerning various traffic issues. Both you, and the Chief have addressed our residents about traffic issues at EMCA meetings. While we are aware that speed limits and signage for crosswalks are controlled by the New York Department of Transportation (NYSDOT),we hope you can support our efforts in procuring these traffic calming propositions. EMCA, along with OA, is prepared to work with the NYSDOT and with our state and county legislative representatives to go through the review and approval process to help solve this serious traffic problem in East Marion. While the majority of these signs will be placed on highways under the jurisdiction of NYSDOT, many of the signs need to be placed on highways off of our system. NYSDOT will install and retain ownership and maintenance responsibility for these signs. Please see attached list for all sites in Nassau & Suffolk Counties that will get signs from this program.
