SEVERABILITY If any clause, sentence, paragraph, section, or part of this Local Law shall be adjudged by any court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law as a whole or any part thereof other than the part so decided to be unconstitutional or invalid. IV. EFFECTIVE DATE This Local Law shall take effect immediately upon filing with the Secretary of State as provided by law. I do have here a notarized affidavit that this has been noticed by the Town Clerk and I have a copy of a signed affidavit that this was advertised in the Suffolk Times. That's all I have. SUPERVISOR RUSSELL: Would anybody like to comment on this particular public hearing? ART BEISEL: Art Beisel, I live in Mattituck. My first time up here and I will try not to make it a habit. So, in regards to the stop signs both east and west, I am in favor of that. The Mattituck- Laurel Civic Association along with the members up here have done a lot of traffic study and everything else. I was out this morning, I took some photos which will probably show, after I was almost run over that there needs to be a stop sign especially going west on Old Sound at Westphalia and also east bound before the mandatory left turn on to Westphalia because everybody is going each different way. The other thing I would like to mention though, is that on the way down Westphalia, there is no crosswalk painted for pedestrians at the southern end of Love Lane. And so I would at another time when you take that up, possibly painting pedestrian crosswalk and as I was watching the traffic at Westphalia, at the intersection with Pike Street, I think for public safety while you have the stop signs out, put a stop sign there going north at the south east corner of Westphalia and Pike before you go over the railroad tracks, because people don't stop turning either way and you cannot see the oncoming traffic until they get over the tracks. So I think you'd avoid any possible accidents and injuries and I guess the ultimate goal is to slow down the traffic in the town. So again, I am in favor of that for whatever that is worth and thank you. SUPERVISOR RUSSELL: Thank you. CHARLES (INAUDIBLE): Charles (Inaudible), also from Mattituck and Laurel. I have been speaking to maybe a dozen people about this issue and they are unanimous in their feeling that there is an urgent need for both stop signs at that intersection. Thank you. The proposed Local Law entitled, "A Local Law in relation to an Amendment to Chapter 260,Vehicles and Traffic, in connection with Traffic and PedestrianChapter Safety"reads as follows: LOCAL LAW NO. 2018 A Local Law entitled, "A Local Law in relation to an Amendment to Chapter 260,Vehicles and Traffic, in connection with Traffic and Pedestrian Safety". BE IT ENACTED by the Town Board of the Town of Southold as follows: I. Purpose. The purpose of this local law is to improve safety for pedestrians and vehicles, as well as dealing with impacts to the public's health, safety and welfare. II. Chapter 260 of the Code of the Town of Southold is hereby amended as follows: §260-4. Stop intersections with stop signs.
