The issuance of an Administrative Permit allows for the operations as indicated on the project plan prepared by Robert Alcus received on November 16, 2017, and stamped approved on June 20, 2018. § 275-5 Permit procedures. (i) Cutting of common reed (Phragmites australis) to within 12 inches of the soil surface landward of the wetland boundary. This does not include mowing to ground level. Special Conditions: Do not disturb native vegetation during the hand cutting of Common Reed (Phragmites australis), including but not limited to; Eastern Red Cedar (Juniperus virginiana), Northern Bayberry (Myrica pensylvanica), Marsh Elder (Iva frutescens), and Groundsel Bush (Baccharis halimfolia). The approved operations must be commenced within two (2) years from the date of the resolution. Southold, NY 11971 RE: 1457 CEDAR POINT DRIVE EAST, SOUTHOLD SCTM#: 1000-92-1-2.1 Dear Mr. and Mrs. Alcus: The Southold Town Board of Trustees (BOT) at our January 17, 2018 Public Hearing resolved to table your request for a 10 year Administrative permit to hand cut Phragmites australis to no shorter than 12" in height at your property located at 1457 Cedar Point Drive East, Southold as the LWRP coordinator was unable to issue a required determination. It was not possible for his office to fully review the application as: 1. It was not possible to know if only phragmites had been cut or if other protected plant species had been cleared. 2. It was not possible to verify the method of clearing used. 3. No drawing by a licensed surveyor clearly showing the location of areas to be cut (see Mavrikakis survey received on November 16, 2017 with handwritten: fragmites (sic) to be removed). Accordingly the BOT would like to conduct an on-site inspection after Spring to determine if other protected plants were cut; while awaiting a complete application with an appropriate survey by a licensed professional. Additionally the BOT will notify Rob Marsh of the NYS DEC of a potential DEC violation. Sincerely, Michael J.
