Lauren Standish,Secretary P.O.Box 1179 ' Southold,NY 11971 Conservation Advisory Council Town of Southold MINUTES Wed., June 13, 2018 4:30 PM Down's Farm Preserve A meeting of the Southold Town Conservation Advisory Council was held Wed., June 13, 2018 at Down's Farm Preserve. Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member Caroline Burghardt, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary CALL TO ORDER The meeting was called to order at 4:30PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young and James Abbott attempted to view the webinar with the NYSDEC on June 4t" but we're not successful, however, they used the time to meet with Mark Terry regarding the LWRP. Mark will meet with Supervisor Russell and include Councilman Dinizio the discussion. REPORTS John Stein attended the Board of Trustees meeting held on Wed., May 16, 2018 and reported the meeting was business as usual, with the exception of one application for a new dwelling on Soundview Ave., which was Tabled. 4 ' 2 Peter Meeker recently attended a PEP meeting regarding their comprehensive plan. Members of the Board of Trustees and Mark Terry were also in attendance. Peter Young suggested an invitation be extended to a representative of the PEP to attend a future CAC meeting. There was discussion concerning the overlap with other agencies. Peter Young suggested a matrix of all groups and their mission statements. Caroline Burghardt will put together a matrix for the next meeting. Councilman Dinizio will follow-up with the status of new appointments to the CAC at the next Town Board meeting. APPROVAL OF MINUTES Moved by Caroline Burghardt, seconded by John Stein to Approve the Minutes of May 9, 2018. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL" EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of ANTHONY & ANGELA GERACI to remove existing one-story dwelling and attached garage, deck, and cellar entrance down to top of existing foundation wall, and construct new two-story, single-family dwelling and attached garage over existing foundation and basement (to remain) and proposed waterside stone porch and new basement entrance; and grade around waterside of new dwelling using soils obtained from on-site excavation. Installation of drainage system of drywells and removal and replacement of existing sanitary system and driveway will occur more than 100' from the tidal wetlands boundary. Located: 600 Snug Harbor Rd., Greenport. SCTM#35-5-35 Inspected by: John Stein, Peter Young The CAC Supports the application, however, questions the need to remove two (2) healthy oak trees. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of ANTHONY & ANGELA GERACI to remove and replace (in-place) approx. 76 If. of existing timber bulkhead with vinyl bulkhead, and remove and replace (in-place) +/-8' northerly timber return with vinyl return; remove and replace (in-place) +/-5' X 18' step down deck and steps and associated +/-18' section of 3 lower timber bulkhead and 6', 20', and 6' sections of timber retaining wall with vinyl bulkheading and retaining walls; remove and replace (in-place) 8' section of low-sill timber bulkhead at boat ramp, 14' southerly timber return and 7' section of timber retaining wall with low-sill vinyl bulkhead, vinyl return and vinyl retaining wall; remove and replace (inkind/inplace) existing 4'X 5' platform (using untreated decking) 3'X 12' ramp and 6'X 20' float; and incidentally dredge 8'X 95' area adjacent to bulkhead to a maximum depth of- 4'MLW and use approx. 15 cy. of spoil as backfill. Located: East Wind Shores Condominium, directly south of Town Beach, Southold. SCTM#51-5-4 Inspected by: John Stein, Peter Young Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of FLORENCE VASILAKIS, ALEXANDER VASILAKIS AND DEMETRIOS VASILAKIS to construct a new steel bulkhead in place of existing vinyl bulkhead at toe of bluff, raise height of new bulkhead 18" for a total of 12'. Existing deck and stairs to be removed; construct new wood stairs, platform and stairs with kayak racks under stairs; 10'X 20' flagstone patio set on gravel with gravel filled joints; all disturbed and backfilled areas to be replanted with Cape American Beach Grass 12" OC; and a 16' wide non-turf buffer to be re-vegetated with Cape American Beach Grass 12' OC, as needed up to 2,500 sf. Located: 21625 Soundview Ave., Southold. SCTM#135-1-6 Inspected by: John Stein, Peter Young, Caroline Burghardt The CAC Supports the application using strengthened steel bulkheading, in-place. Vote of Council: Ayes: All Motion Carried 4 Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of ROBINSON ELIODROMYTIS to construct a new two-story dwelling on a pile foundation with deck and pool, together with the associated public water service connection, sewage disposal system, rock revetment, rock armor, beach sand fill, new native plants and rocks, stone driveway, timber step and walk and landscaping. Located: 600 Leeton Drive, Southold. SCTM#59-1-7 Inspected by: John Stein, Peter Young, Caroline Burghardt The CAC does Not Support the application and recommends the requirement of an engineered study on what effects this project could have on the town's resources (Kenny's Beach) immediately next door, and indemnify the town when the dynamic of the area is changed. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CYNTHIA ANN SPREEMAN to replace and/or expose buried concrete blocks and pad that are the retaining wall adjacent storage shed under deck in both directions to east/west property line fences; re-attach existing wood platform detached by recent storm to existing ramp and re-attach handrail; repair existing fencing and reinforce with additional deer fence; add 4' high wood and deer fencing with gate from west to east; remove all decay, loose debris from beachfront; trim brush between house and fence on east side of property and place pea-gravel along the side to prevent erosions; add pea-gravel non-vegetative border around perimeter of house and under deck; and repair or replace existing post and pulley system for 18' motor boat. SCTM#78-5-17 Inspected by: James Abbott, Peter Meeker Vote of Council: Ayes: All Motion Carried 5 Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of PARADISE POINT ASSOC. to construct a gabion mattress above mean high water 30' in overall length, 6' wide at its northern terminus and 12' wide at its southern terminus. The gabion mattress will typically measure 1' high and be filled with 6" dia. rocks. The upper portion of the mattress will be anchored by temporary staking. Located: Inlet leading into the Paradise Point Boat Basin, Paradise Point Rd., Southold. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of BAY AVE HOLDING, LLC to remove and replace (in-place) approx. 137 If. of existing timber bulkhead with low-sill vinyl bulkhead (keeping face pilings elevated to safely secure existing marina floating docks) and remove and replace (in-place) +/-8' timber return with low-sill vinyl return; incidentally dredge 5'X 137' area seaward of proposed low-sill bulkhead to a maximum depth of-3' MLW; and use approx. 25 cy. of resultant dredge spoil to backfill approx. 590 sf. area landward of low-sill bulkhead to be planted with Spartina alterniflora (12" O.C.). SCTM#104-8-2.5 Inspected by: James Abbott, Peter Meeker The CAC Supports the application and recommends a road run-off mitigation plan for the area surrounding the boat ramp. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by James Abbott, it was RESOLVED to SUPPORT the application of KEVIN WHITROCK to demolish an existing 889 sf. one-story dwelling located 34' from the wetland boundary, demolish an existing detached garage located 139' from the wetland boundary, abandon existing septic system located 78' from the wetland boundary, and construct a 1442 sf. two-story dwelling 40' from the wetland boundary while expanding the existing at grade deck by 6', an attached garage located 172' from the wetland boundary, new sanitary system, installation of two (2) drywells for new dwelling and a third drywell for the proposed detached garage. Located: 580 Terry Path, Mattituck. SCTM#123-6-20 Inspected by: James Abbott, Peter Meeker 6 The CAC Supports the application, however, the dwelling setbacks do not conform to the current wetlands code. The dwelling should be relocated further landward. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ANN T. KROM for the removal and replacement of existing bulkhead with 97 If. of new vinyl bulkhead and one 35 If. bulkhead return and one 6 If. bulkhead return. Raise existing height 42" above existing top cap elevation to match neighboring bulkhead to west. Install 225 cy. of clean sand fill from upland sources behind bulkhead to replenish sand lost during storms. Install 4' wide X 10' long platform and stairs to beach supported with 3-10" dia. CCA piles to replace stairs lost during storms. Provide a 10' wide non-turf buffer landward of proposed bulkhead. The next meeting of the Conservation Advisory Council will be held on July 11, 2018 at 4:30PM at Down's Farm Preserve.
