The first order of business is to set Monday, January 13, 2003, at 6:00 p.m. at the Southold Town Hall, Main Road, Southold as the time and place for the next regular Planning Board Meeting. I think you talked to Mark today so I think you know what you need. Edward Harbes, II1: Yes, I have a few comments. I spoke to my attorney today- Mr. Spiess from Riverhead and he has some further documents about the deed and the right-of-way if that should concern the Board. He said he would be willing to contact Mark or anyone else who would like to discuss the matter to answer any questions that pertain to it. Are there any particular questions that the Board has for me at this time? Chairman Orlowski: Not right now. The right-of-way is the question. You'll have to bring that information in. Chairman Orlowski: Opposed? The motion carries. Public Hearings (continued): Chairman Orlowski: 6:15 p.m. - North Fork Bank - This proposed site plan is for a new 20,895 sq. ft. two-story addition. The property is located on the north side of Main Road in Mattituck, one quarter mile west of Factory Avenue. SCTM#1000-122-6-20 & 22 We are going to keep this hearing open. It has not yet been certified. The Health Department has not come in yet. The Engineering Report has some questions. That will be keeping the hearing open but at this time you can make comments or questions. Mark Farina: I own some of the property that is adjacent to the building that is going up on the west side. I just have a few questions. Does anybody know what is being done to the property line or the parking area just adjacent to those homes? In other words, is the parking going to be enlarged? Chairman Orlowski: Did you look at the site plan out there in the hall? Mr. Farina: Yes, it looks like there's more parking spots going in but is it going to encroach on the easement going into the property for the three houses on that side? Chairman Orlowski: I believe there was a four foot landscaped area. I'm not sure what will go in there. Mr. Farina: In other words, will the macadam or the blacktop be extended at all further west? Chairman Orlowski: No, up to four feet away. I think the site plan showed that. You can check that. This hearing will be open until the next meeting so you can take a more thorough review of the site plan, if you'd like. Mr. Farina: Is there any way that we can meet with the Bank? Chairman Orlowski: They are sitting back there right now. $outhold Town Planninq Board Pa.qe Seven December 16, 2002 Mr. Farina: The people in the area are concerned and we just want to make sure that the parking lot is not going to grow any bigger and come towards the residence houses on that side. Chairman Orlowski: Right, well, we have that concern too and the covenant said that it wouldn't. Mr. Farina: There's a small easement road that comes in on the west side of that parking lot. Chairman Orlowski: I would talk to them and you can come and talk to Victor in the office some day and discuss all of this what's going on. Mr. Farina: O.K. Thank you. Chairman Odowski: Would anyone else want to make a comment? Joseph Fischetti: I'm the engineer for North Fork Bank. We have not touched that easement along the side so what we're doing is actually adding a number of parking areas along the west side. But there is an easement that accesses those other properties. That's not being encroached upon. I had written a letter regarding Jamie Richter's response and that was sent to Benny on Friday. I have a copy of the Declaration of Covenants that you had requested that was drawn up by Gall Wickham. I have the signed copy here that's being filed. I can give the Board a copy of this that's being filed if you'd like to have it this evening. The Health Department - we're waiting for a Spedes Permit that was lost in the mail. Otherwise, that should be within the next ten days with the mail for the holidays. (Mr. Fischetti submitted a copy of the Covenants.) If you have any comments - that's been signed by North Fork Bank - let me know and we'll correct those. Chairman Orlowski: O.K. Victor will go over it. Mr. Fischetti: O.K. Chairman Orlowski: We're going to hold this hearing open. In the meantime, you have these gentlemen over here that you can talk to whenever you want. Mr. Farina: I can talk to them outside. Chairman Orlowski: 6:20 p,m. - Salzman, Jeffrey & Ammanda - This proposed lot line change will transfer 1.41 acres from SCTM#1000-4-6-4.2 to SCTM#1000-4-6-4.1. Following the transfer, Lot #1 would equal 4.29_+ acres and Lot #2 would equal 4.32_+ acres. The parcels are located south of East End Road on Fishers Island. Are there any comments on this lot line change? Stephen Ham, III, Esq., 45 Hampton Road, Southampton: I would ask that you give this conditional final approval tonight. The Salzmans have tentatively scheduled a closing to sell the residence next Monday and simultaneously donate the vacant parcel to the Ferguson Museum. I represent the Museum and I sent out the deeds for that already. Hopefully that can be accomplished this year. Chairman Orlowski: O.K. Any other comments? Patricia Moore, Esq.: I have not heard from the other attorney at all. I have made attempts to contact him but he hasn't returned my call. I am making an application for a pre C.O. for the existing structure and hopefully we'll find ourselves in a position where9 nobody wants to do anything.
