After investigation and inspection, the Board finds that the
applicant requests permission to operate a labor camp, north side
CR27, Peconic, New York. The findings of the Board are that
n~ither the applicant or the owner of the premises appeared at
the hearing. The applicant does not have permission to operate
a labor camp from the Suffolk County Board of Health, and the
present camp does not have permission to operate from the Southold
Town Board of Appeals. The use will not be in harmony with or
promote the orderly development of the surrounding area. The
present location of the camp is not on an operating farm; it is,
in fact, in a growing residential area. The residential character
of the area and the probable residential development of the area
is not a suitable location for a labor camp. Such a camp would
also tend to diminish property values in the entire neighborhood.
The Board finds that the public convenience and welfare and
justice will not be served and the legally established or permitted
use of neighborhood property and adjoining use districts will be
permanently or substantially injured and the spirit of the Or-
dinance will not be observed.
THEREFORE IT WAS RESOLVED, Harold Green, P.O. Box 54, North
Road, Peconic, New York be DENIED permission to operate a labor
camp, north side CR27, Peconic, New York.

Dear Mr. Gillispe:
Pursuant to the requirements of Sections 1323 to 1332 of the Suffolk County
Charter, the Suffolk County Planning Co~ission on March 2, 1977 reviewed the
above captioned application and after due study and deliberation Resolved to
disapprove it because of the following:
1. No information has been submitted which demonstrates compliance with
established special exception criteria as set forth in the zoning ardinance;
2. It is inconsistent with the predominant single family residence charac-
ter of the surrounding area; and
3.~ The establishment of a labor camp on a nonoperating farm is a business
use which is prohibited in the "A" Agricultural and Residence District.

Gentlemen:
At a Regular Board of Director's Meeting of the
Southold-Peconic Civic Association held January 24,
1977, the Directors voted unanimously to ask for
the disapproval of the above petition because
1. It is not on a farm. (Article III, Section lO0-
30B (8)
Article ~II-Board of Appeals lOl-121 "A".
It will prevent orderly and reasonable use
of adjacent properties. "C"-Safety, Health
and Welfare will be adversely affected.
2 "B"-The conservation of PROPERTY VALUES
and She-mo~ appropgiate uses of land will
be adversely affected.
The area is zoned residential-agricultural. Thus, we
believe a labor camp for hiring of labor and not on
a farm is a business and would first require a change
of zoning.
The above statements from the Code of the To~u of
Southold we feel are definite reasons for the denial
of this ap:lication.

Dear Mr. Green:
Please be advised that your application for a special exception
to operate a farm labor camp is incomplete.
As you know, notices must be sent to each adjoining property
owner. At the present time, our records indicate that only
Lilco and the T. Mrowka Estate have been notified. A copy of
the notice must also be sent to each of the property owners
on the westerly boundary of the land in question. The names
and addresses of each of these people can be obtained at the
Town Clerk's Office.
The next meeting of the Board of Appeals will be on January 13,
1977. In order to be scheduled for this meeting, all documents
must be filed with the Town Clerk by December 30, 1976.

1. We received a copy of a notice from the Suffolk County Health Dept
citing Harold Green for operation of a Labor camp without a
permit and overcrowding in a rented house~ N/S Middle Road (CR27)
Peconic.
2. We checked this out and informed Mr ~reen that he could not operate
a labor camp without a special exception from the Board of Apoeals
and all other required permits. He took a~plication forms an~
a?~lmem for required special exception.
We had many inquiries from neighbors~ including Mr Sfaleos who
oAms the entire parcel where the buildings in q~estion are located~
he stated that he did not ~*~ant a labor camp there~ but we have
hear~ nothing further from him about it.
If granted they will have to do a lot of work to make the building
comply with all of the State: Couz~ty and local requirements.
