The findings of the Board are that the Board is in agreement with the reasoning of the applicant. The Board finds that strict application of the Ordinance would produce practical difficulties or unnecessary hardship; the hardship created is unique and would not be shared by all properties alike in the immediate vicinity of this property and in the same use district; and the variance will not change the character of the neighborhood, and will observe the spirit of the Ordinance. THEREFORE IT WAS RESOLVED, P.B.M. Petitioner, Southo~d Savings Bank, ia a contract vendee of petitioner, P.B.M. Associates, Inc., the ~urpese being to purchase the southerly ~art of P.B.M. Asso~iates, Inc. 's l~ro~erty con- sisting of 46,363 square feet with a lot w~dth of 94.92 feet on the easterly s~de of Bailroad Avenue, 8outhold, New York, all as shown on Exhibit 1. Currently, petitioner, P.B.M. Associates, Inc., does not utilize the easterly Ix~tion of this strip as it is a vacant field. The westerly ~ortion of the strip contains a large barn which is used mainly for storage of used furniture. It is contemplated that the northerly half, to which petitioner P.B.M. Associates, Inc. will retain title, will continue with its present uses with the three existing buildings being utilize~ for various business ~ur~oses. There is ample parking around these build~ng$ with suitable ingress ar~ egress to the ~ublic high~ay. The 9et[ttoner, Southolcl Savings Bank, will break ground in ADril 1978 for the construction of a substantial addition a~d renovation to its existing banking facility located at the northwesterly corner of Main Road (Route 25) and Railroad Avenue, Soutbeld, New York. In order to minha~ze this impact, Southol~ Savings Bank proposes to provide off-street ~arking fo~ bank employees and con- tractors during construction. Initially the Bank had made preliminary arrange- ments to lease the pro~erty which is the subject of this potition during the construction perio~ from P.B.M. Assco~ates~ Inc. However, due to costs and other factors involved, this is not feasible and therefore petitioner, Southold Savings Bank, opted to ~urchaee this pro~erty and construct a permanent off-street parking facility for the use of its employees after the renovation and addition are cc~- plated. If the Board grants the petition to this area ver/ance rec,/est for lot width, then it is Southold Savings Bank"s intention to rase the scales, barn and attached shed which are lncated on this ~outherly strip of land as shown on Exhibit 1, and to construct a ~arking area in conformance with the requirements of paragraph 110-112 "off-Street Perking Areas" of tbs Zoning Ordinance. The l=oposed parking area is within a short walking distance of the Bank's property an~ during construction will be available for use by contractors, and bank employees for perking purposes, t/%ereby minimizing any traffic congestion due to the construction at the Bank's pro, arty. Urger the existing I~andards of the Zoning Ordinance, when the renovation and addition ere ccmpleted, Southold Savings Bank will have adequate off-street perking spaces on its own property for both its employees and customers. However, it is the Bank's position that although meeting existing standards, duri~ poak periods of bank activity, especially during the ~er months, additional l~rking faclli~ies should be provided fo~ the con- venience, comfort and safety of the bank's customers. The difficulty with this position is that there JuSt isn't any available land either contiguous to the Southold Savings Bank's property Or within a reasonable walking distance to acccm- modate the construction of a perking lot~ with the exception of the property of petitioner, P.B.M. Associates, Inc. on the easterly side of Railroad Avenue, Southold, New York.
