is requested for the reason that Petitioner would like to build a house on
~remiSes whieh are-situate on a bluff overlooking Long ~sland Sound.
Due to active erosion of said bluff (as set forth in inspection
report attached hereto~, Peti~cioner requests a variance of the set-back
requirement off Glen Court to be 15 feet. This would allow maximum
distance between the proposed dwelling and the top of the bluff.

REASON FOR APPEAL
Continued
1. STRICT APPLICATION OF THE ORDINANCE would produce practical difficulties or unneces-
sary HAT. DSHrP becaUse Petitioner would be unable to build the preposed
dwelling at a safe distance from the Long Island Sound bluff, due
to the required 50-foot front yard set-back off Glen ~ Court.

3. The Variance would observe the spirit of the Ordinance and WOULD NOT CHANGE THE
CHARACTER OF THE DISTRICT because only a one-family dwelling will be
erected on these premises at the end of a road, on a cul-de-sac,
which dwelling will be essentially the same as the other residences
in the area. None of the other houses ~ on this cul-de-sac have
this problem because they have othg~ road access.

Dear Mr. VanDyne:'
On October ll, 1979 I inspected your property in Southold, district #1000,
section 083, block l, parcel l0 to assess the erosion problem and its effect on the
placement of the house you are planning to build.
~our property is undergoing active erosion caused by wave attack at the
toe of the bluff, ground water seepage, and rain drop erosion on the f~ce of the
bluff. According to the report "Erosion of the North Shore of Long ISland," by
Davies, Axelrod'and O'Connor, the long term erosion rate for your area, established
over an~85,year period {1885-1965) is 0.8 feet 'to 1.O feet per year.
The blbff is in particularly "bad shape" at the ~op, where the slope is
steeper than th~ natural angle of .repose of the soil. Should you choose to attempt
'to stabilize the bluff vegetatively, the top will have to be cut back about 15 feet
or so. in order to obtain a more stable slope. 'If you do not do this, you can expect
to lose this top section, in any event, through natural means.
Complete stabilization of the bluff wilt require~ in addition to vegetation,
structural means ~o protect the toe fro~ further erosion.
Given the present rate of erosion, which can be expected to continue, if
not beCOme more severe in the future, the current state of your bluff, and the'fact
that structural and vegetative methods of erosion control are not fool proof, I would
recommend that your house be placed as far back from-the top of the bluff as pE§~ble.
A~a minimu~j YOU Wiil'have to compensate for the 15 feet that will shortly be lo~t,
add to this at least 20 feet if you build a toe protection structure, and more to
compensate for future erosion if you don't,
The 20 feet mentioned above is primarily a safety factor based on erosion
poteQtial and water runoff considerations. Your architect should review the situation
from the point of view of foundation conditions.
