1. STRICT APPLICATION OF THE ORDINANCE would produce practical difficulties or unneces-

construction of a garage in the rear yard area, overlooking the water,
will be aesthetically unattractive and impractical due to the layout
of the premises, access to- which comes from a !lOng right-~ Of-way. to
