European experiments have shown
that electromagnetic fields may
cause a host of health problems,
including hypertension, heart at-
tacks, headaches, sexual dysfunction,

As a result, the 'Soviet Union has
.-:.strict rules over the amount and
duration'of microwave emissions
from radio transmitters and radars a '

States, by comparison, has no. legal
restriction for electromagnetic-radii
'ation exposure, only an informal
guideline. Set in x966 by the U.S.
American Standard Institute, the
guideline calls safe any dose not
exceeding .ox of a watt per square
centimeter of exposed flesh (one-
tenth the intensity at which micro-
waves are assumed to create heat).
The Soviet.criterion is zooo times
tougher than this for workers, ~o,ooo
times tougher for civilians. Clearly,
the Russians believe even small doses
of electric smog, over time, can do
great harm.

That year, the CIA discovered that
the Soviets were beaming radar-like
microwaves into the U.S. embassy in
Moscow.. The radiation was .o02 of
the intensity the Kmerican guideline
calls dangerous, but it was deliber-
ate, aimed at the office of the U.S.
ambassador from two buildings
across the. street.
The CIA set up experiments to
'duplicate what is named the "Mos-
cow SignalT' Monkeys were irra-
diated at the same frequencies and
intensity as the embassy..' Within
three weeks there were adverse ef-
fects on the animals' nervous and
immune systems.
Embassy personnel were not in-
'formed of 'the irradiation. Insgead,
they were asked to give blood sam-
ples to "test for a disease in Moscow's
water.'The tests revealed that a third
had white-blood-cell counts almost
5o.percent higher than normal-of-
ten a symptom of severe infection

As noted in legal notices, public hearing will be convejned at 7:35 P.M.
on Thursday, February 7, 1980, regarding subject applidation. Commander
Benjamin J. Kowalski and Sheila C. Kowalski are strongly opposed to this
variance for the following considerations:
Our property is immediately adjacent and shares the boundary on the
west side ~backyard} of the VanDuzer property. We purchased this
property on 2/1/77 after careful review of all property restrictions
in our section and in the Southwood Section as well as the governing
zoning restrictions and asa result, purchased this property as our
permanent home. If a tower had already existed on an adjoining
property, we would not have purchased this property, nor would the
sellers have been able to obtain their asking price. The installation
of a 50' tower will have an adverse effect on the value of our home.
If approved, this variance will set a precedent for other property
owners to install towers for windmills, radio or TV, which applications
will be difficult or impossible to reject.

We have been experiencing interference on our FM stero radio reception
during 1979 and up to now had no knowledge of the proximity of the
amateur radio transmitter.
4. We view the tower installation as a potential falling hazard affecting
our backyard.
We view the tower installation as a potential lightning hazard, no
matter how well it may be grounded.
We view the tower installation as a potential attractive nu4isance -
children may be tempted to climb the structure with serious consequences
to life and limb.

We view the proximity of radio transmission as a potential health
hazard. ("the Menace of Electric Smog" by Lowell Ponte, published
in the January, 1980 edition of the Readers Digest, Pages 65 thru 69).
8. The possibility, however remote, exists that use of the tower might
be expanded to serve as an auxiliary base station for business purposes.
For the foregoin9 considerations, the undersigned must vigorously protest
the issue of a variance. We will be present ,~at the hea/ring to read this
letter into the publi~ record.
