c. The work covered by this application may not be commenced before issuance of Building Permit~

Dear Mr. Grigonis:
This is to provide background on the dwelling unit that
Jody Adams has cited in her communication to you concerning
the Prellwitz home, High House, on Indian Neck Lane, in
connection with the appeal that Bill Smith has filed with
you in my behalf, requesting that an additional dwelling
be permitted on the lot designated as Lot No. I in the
latest revision of the plot~plan.
The studios hav~ been an integral part of the High
House complex from my first memories of the place. My grand-
parents used them as workplaces and the house as their primary
dwelling. In 1942, my grandmother's studio was fitted with
a bath and a rudimentary kitchen that enabled her to live
there in the Summers amid her paintings and memories. She
passed on in 19~]$, and the arrangements lay fallow until 196~,
when my father added a bar sink and bought a hot plate to make
the "camping out" a bit more convenient. It was rented to
friends in 1965 for two weeks, in 1966-67 on weekends, and
for a short time in 1977. I ha~e ~ really thought of the
studio as a separate dwelling unit, though it may well be so
defined. My mother, Mrs E. B. Prellwitz, who resides in
Colonial Village in Southold, uses the studio in the Summer
and shall continue to do so as long as she wishesl. The two
studios remain as essentially work space with sleeping facilities,
the small cooking area, and bath.
The intent, as Bill Smith has no doubt clearly set forth,
is that we be permitted to build a separate swelling on the
main lot, designated as Lot No. 1 and including what was for-
merly described as lot No. 5 when we first approached the planning
board with the intent to establish a 5-lot subdivision with
exceptions granted to permit rudimentary roads.
As you are aware, the planning board did not see fit to~
waive the requirements for a major subdivision, and so Bill
Smith entered our appeal to you for the zoning exception. We
certainly wish to retain the studios in their present use and
I only regret that we did not think to specify them in the
appeal. As I indicated before, it simply never crossed my
mind to consider them separately from High House, although
they are currently used separately.

I trust that this answers your questions and clarifies
the orm~ission. I believe that the inclusion of an additional
dwelling on the area that had been designated as Lot 5 and
is now part of Lot 1, bringing the Lot I total area to 4.5
acres, will not unduly stress the land and will certainly
not exceed the Southold Town standards of keeping minimum
1-acre lots. The studios and High House are served by
common water and sewage systems, and there is no indication
that these are overloaded.
I hope that the Appeals Board will be able to act favorably
on our application for permission to build a new dwelling
unit in the future, in the light of the above explanation.

On May 1, 1980 at 7:50 p.m. you will be considerim~'a request
by Samuel Prellwitz to build a 'secnd house' on the weste~ 4.47
acres for year round residence.
I am the neighbor to the east of the proposed subdivision and
I am also very concerned with maintaining the open space nature
of the area.
On the 3.25 acre section which contains the main house 'high
house' there is across the court yard from the main house a two
sided studio, one half of which has been converted into living
quarters and which is currently lived in from June to September
by Mr. Prellwitz's mother. This studio contains a bath%room and
small kitchen. It wo~d be possible to convert the other half of
the studio into another small a~tment. There is also a very large
garage, storage building on the same three acres.
Without any great depth of thought I would recommend your not
permitting this variance at this time. In the first place there
is a possibility that the planning board can be persuaded ~hange
its mind in regard to the proposed changes
or he might decide to request a minor subdivisi0nwhich would be
better in terms of density.
The Master Plan for this area seems to call for keeping a narrow
strip surrounding Richmond Creek in its natural state. It is hard
to tell from the map precisely what is included in this. In my mind
I have included bayfront up to Smith Lane and as much as possible
creek front to the same point. I wish that we had five acre zoning
E~r this area or minimally two acre zoning.
Please note also that the Fischers who adjoin Prellwitz to their
west have no public road access of their own and must use the P~llwitz
road (at the momentCukor - next to Fischer - also use it but they do
have land to the road).
I would also like to bring to your Boards attention that my
neighbors to my east (known as Bell ~cy~and currently owned by Mrs.
James Day) converted an old barn to a ~r~ntal apartment and has to date
not applied for building permit or variance and/or to split the propert%y
into two pieces.
