establish supplemental native plantings (e.g., little bluestem, red switch grass)
within ±3' x 21' and ±10' x 35' naturally vegetated areas between top of bluff and
edge of lawn; enhance ±8' x 30' and ±15' x 30' areas of existing bluff face
vegetation with native vegetation (e.g., northern bayberry, seaside goldenrod);
create a 3' wide sand path between bottom of stairway and retaining wall; and
install a 3' x 4' removable aluminum steps to beach off retaining wall.
Findings: The project meets all the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code. The
issuance of an Administrative Permit allows for the operations as indicated on the
site plan prepared by Marshall Paetzel Landscape Architecture, dated May 21,
2018 and stamped approved on June 20, 2018.
Special Conditions: None
Inspections: Final Inspection.
If the proposed activities do not meet the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code, a
Wetland Permit will be required.
This is not a determination from any other agency.

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the
LWRP.
Note the lower section of the bluff is located within the FEMA Flood Zone VE (wave velocity
hazard). All structures should be minimized to further Policy 4 and prevent future loss from storm
surge.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

The applicant proposes to install removable access steps to the beach;to install a small pervious gravel patio area for
recreational use landward of the existing bluff strairway and top of bluff;to remove existing non-native,invasive species;
and to establish additional native plantings on the naturally vegetated bluff landward of an existing retaining wall for the
purpose of enhancing the density and diversity of the vegetation occurring on the bluff face and between the top of bluff
and edge of lawn. Specifically,the proposed revegetation plan proposes to remove existing non-native,invasive species,
such as mugwort and garlic mustard;and establish new plantings of seaside suitable native vegetation,such as red switch
grass and northern bayberry. This proposed vegetative enhancement of the bluff will a)increase the soil stability and
natural erosion control capacity of the bluff;and b)improve the bluffs ability to act as a stormwater runoff sink and filter
for potential contaminants such as fertilizers,pesticides,and insecticides. The project will thus have a beneficial effect on
the adjacent shoreline ecosystem and tidal waters without any adverse impacts.
