Historic Preservation Commission Minutes
3:00 PM, May 15, 2018
Town Hall Annex Executive Board Room
Attendees: James Garretson, Donald Feiler, Robert Harper, Anne Surchin, Edward Webb
Call to Order: The meeting was called to order by Chairman Garretson.
Approval of Minutes: The minutes of April 17, 2018 were approved unanimously on a
motion by Commissioner Webb and a second by Commissioner Harper.
Chairman’s Comments
Chairman Garretson explained that, in the commission’s work session, he, along with
Joel Klein, agreed to help Application Coordinator Damon Rallis craft a resolution
calling upon elected officials to act on the preservation of the Plum Island Lighthouse.
Chairman Garretson also expressed the need for commissioners to focus their efforts on
three outstanding projects:
o Brochures Update
o Awards Program
o Handbook Revisions
Public Hearing
Barbara Schnitzler (Finkelstein Family Trust), 220 Old Harbor Road, New Suffolk
(SCTM# 1000-117.-5-2) for additions and alterations to an existing dwelling.
o The applicant presented the project to commissioners. She explained that she was
abandoning her plans to install roof-mounted solar panels. As a result she said that
she would be changing the roof of the new addition from metal to wood shingle,
to match the existing.
o Commissioner Harper said that the metal roof was his only concern.
Resolution #5.15.18.1 – Passed: Unanimous
Resolution #5.15.18.1, to approve the plans as submitted, with the exception of wood
roof shingles, to make additions and alterations at 220 Old Harbor Road, New Suffolk
(SCTM# 1000-117.-5-2). (A full copy of the resolution is on file in the Southold Town

Public Hearing
Robert and Catherine Harper, 2600 New Suffolk Avenue, Mattituck (SCTM# 1000-
115.-9-3). Proposed additions/alterations to an existing single family dwelling on a
landmarked property.
o Robert Brenner, Architect, presented the commission with plans to reconstruct an
original tower that was on the residence but was lost to a fire and never rebuilt. It
is the intention of the applicant to reconstruct and replicate the original tower, as
well as restore the front porch.
Resolution #5.15.18.2 – Passed: Unanimous
Resolution #5.15.18.2, to approve the plans as submitted, to make additions and
alterations at 2600 New Suffolk Avenue, Mattituck (SCTM# 1000-115.-9-3) (A full copy
of the resolution is on file in the Southold Town Building department). Mover:

Public Hearing
AW LLC, 640 Skippers Lane, Orient (SCTM# 1000-24.-1-10). Proposed additions and
alterations to an existing single family dwelling on a landmarked property.
o Mark Kafaga presented the project to commissioners which included the addition
of a screen porch to the existing dwelling.
o Commissioners suggested that the plans be amended to include three “screened
panels” instead of two both for function and style.
o Commissioners determined that they could not vote on the application because the
applicant did not have full construction drawings. Therefore, a motion was made
to hold the hearing open until the June regular meeting.
Resolution #5.15.18.3 – Passed: Unanimous
Resolution #5.15.18.3, to hold the public hearing open in the matter of AW LLC, 640
Skippers Lane, Orient (SCTM# 1000-24.-1-10). Proposed additions and alterations to an
existing single family dwelling on a landmarked property. Mover: (Webb/Surchin)
Public Hearing
Jeff Shayne, 20 Vincent Street, Orient (SCTM# 1000-26.-1-6). Proposed pool fence on
a landmarked property.
o The applicant gave two fence proposals for the project.
o Commissioners supported proposal #2 which was a cedar fence with 1.5 x 1.5
cedar spindles, 4 x 4 cedar posts, and 2 x 4 cedar rails.
Resolution #5.15.18.4 – Passed: Unanimous
Resolution #5.15.18.4, to approve fence proposal #2, a cedar fence with 1.5 x 1.5 cedar
spindles, 4 x 4 cedar posts, and 2 x 4 cedar rails the plans as submitted 20 Vincent Street,
Orient (SCTM# 1000-26.-1-6) (A full copy of the resolution is on file in the Southold

Pre-Submission Conference
Peter Cook for 675 Skippers Lane, Orient (SCTM# 1000-24.-2-1). Additions and
alterations to an existing single family dwelling on a landmarked property.
o Mr. Cook presented preliminary concept drawings, seeking direction from the
commission.
o Commissioners expressed concern with both massing and scale of the proposed additions
and alterations. Mr. Cook explained that the concept drawings were done freehand just to
“see if he was going in the right direction”
o Commissioners asked that he return for a pre-submission conference in June with more
detailed drawings and a model.
New Business
Bob Hanlon, of the Orient Association, invited commission members to sit on a panel for
its upcoming Forum - Residential Property: How We Use and How We Build – to be held
on Saturday, May 19, 2018.
Commissioner Harper asked that an item be place on the June work session agenda
regarding window restoration.
The meeting was adjourned unanimously on a motion by Commissioner Webb, seconded by
Commissioner Harper.
