Historic Preservation Commission Minutes
3:00 PM, February 20, 2018
Town Hall Annex Executive Board Room
Attendees: Edward Webb, Gary Parker, James Garretson, James Grathwohl, Robert Harper,
Anne Surchin
• Call to Order: The meeting was called to order by Chairman Garretson.
• Approval of Minutes: The minutes of January 16, 2018 were approved unanimously on
a motion by Commissioner Webb and a second by Commissioner Parker.
Public Hearing
• Robert and Catherine Harper, 2600 New Suffolk Avenue (SCTM# 1000-115.-9-3).
Proposed additions/alterations to an existing single family dwelling on a landmarked
property.
o The Harpers once again presented their plans to restore the original tower on their
home which had been destroyed by a fire in 1948. They also presented a sample
of balusters which will be used to replicate the original porch(columns, rails,
brackets, fretwork, etc.).
o Commissioners generally approved of the plan but could not vote on the project in
the absence of full construction drawings.
o Chairman Garretson called for the hearing to be held open until the March
meeting.
• Jeff Shayne, 20 Vincent Street, Orient(SCTM# 1000-26.4-6). Additions and
alterations to an existing single family dwelling.
o Mr. Shane presented plans that were scaled back from those presented in earlier
pre-submission meetings. The final plan calls for the reconstruction of a screened
porch added to the house in the 1970s.

o Commissioners were concerned about the look of the panels proposed at the top
of the structure and agreed that the design would look better if the smaller panels
were removed and the larger panels were expanded to better align with the lower
columns.
o Commissioners also discussed a proposed pool fence on Mr. Shayne's property
and agreed to visit the site to determinewhether or not it would be visible from
Navy Street. The item will be place on the March meeting agenda.
Resolution#2.20.18.1—Passed: Unanimous
• Resolution#2.20.18.1, reconstruction of an existing screened porch at 20 Vincent Street,
Orient (SCTM# 1000-26.-1-6), subject to the changes discussed above. (A full copy of
the resolution is on file in the Southold Town Building'department). Mover:

Old Business
• Richard Gillolly asked to be heard regarding Scofield, 2355 Village Lane, Orient
(SCTM# 1000-26.-1-13) and a proposed roof replacement to an accessory building.
o Mr. Gillolly brought a sample of roof material and inquired about cost
comparisons that had been discussed at a previous meeting. Commissioner Harper
agreed to email Mr. Gilloly the cost comparisons.
o Mr. Gillolly asked to be placed on the March agenda for a pre-submission
conference.
• Awards Program
o Commissioners continued to discuss Commissioner Grathwohl's proposal in work
session. He agreed to make suggested changes to the document and discuss at the
next meeting.
• Updated Brochures
o Commissioner Surchin reported that she was still waiting for photos from
Commissioner Grathwohl.
• Richard Gillolly inquired about the status of the Bertault barn project. It was suggested
that he see Damon in the building department to check the status of the permit.
• Handbook Update
o It was announced that commissioners were working on updating the Commission
Handbook and progress was being made.
New Business
• Commissioner Webb asked that a discussion of historic district signs be placed on the
March agenda.

• The meeting was adjourned unanimously on a motion by Commissioner Webb and a
second by Commissioner Harper.
