Historic Preservation Commission Minutes
3:00 PM,January 16, 2018
Town Hall Annex Executive Board Room
Attendees: Edward Webb, Donald Feiler, James Garretson, Robert Harper, Anne Surchin
• Call to Order: The meeting was called to order by Chairman Garretson.
• Approval of Minutes: The minutes of December 19, 2017 were approved unanimously
on a motion by Commissioner Webb and a second by Commissioner Surchin.
Pre-Submission Conference
• Michael Kimack for Matthew Aselton/Sara Lamm,1045 Orchard Street, Orient(SCTM#
1000-25-2-20.22).Proposed demolition of existing swimming pool and installation of a new in-
ground swimming pool.
o Mr. Kimack explained that the in-ground swimming pool is not visible from the
street and that the existing fence would not be replaced as part of the permit.
o Commissioners determined that the project was outside of their jurisdiction and
directed Damon Rallis to issue a letter to the applicant stating the same.
• There was further discussion as to whether or not fences were in the jurisdiction of the
commission. Commissioner Webb said it was unclear. Damon Rallis advised that
anything visible from a public right of way in the commission's jurisdiction according to
the town code and that included fence. Commissioner Webb asked that it be added to the
minutes.
Election of Officers
• A motion was brought forth by Commissioner Webb, seconded by Commissioner Harper,
to elect the following commission officers for a one year term:
o James Garretson, Chair
o Anne Surchin, Vice Chair
o Robert Harper, Secretary
• The resolution passed unanimously.
Old Business
• Plum Island Visit
o It was agreed that Chairman Garretson would continue to seek assistance from the
Town Supervisor's office, as well as from Homeland Security,to obtain a visit to
the Plum Island Lighthouse.
• Updated Brochures
o Commissioner Surchin reported that she was still waiting for photos from
Commissioner Grathwohl.
• Awards Program
o Commissioners read a proposal from Commissioner Grathwohl, in his absence,
outlining an awards program. Commissioners agreed to review the proposal ahead
of the February meeting.
• Handbook Update
o It was agreed that the handbook should be updated. A committee was formed to
handle the update. Commissioner Harper agreed to chair the committee which
would include Commissioners Webb and Surchin as members.
Meeting Adjourned
• The meeting was adjourned unanimously on a motion by Commissioner Webb and a
second by Commissioner Feiler.
