Salminen 240 Lakeview Terrace East Marion, New York 11939 Re: Wetland Application No. 515 Dear Mr. Salminen: The following action was taken by the Board of Trustees during their regular meeting held on May 28, 1987 regarding your application referenced above. WHEREAS, Christian B. Saiminen applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southold, application dated March 12, 1987, and WHEREAS said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and WHEREAS, a public hearing was held by the Town Trustees with respecn to said application on May 28, 1987 at which time all interested persons were given an opportunity to be heard, and no objections were raised, and WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW, THEREFORE, BE IT RESOLVED that Christian B. Salminen BE AND HEREBY ISGRANTED PERMISSION UNDER THE PROVISIONS OF THE WETLAND ORDINANCE OF THE TOWN OF SOUTHOLD TO: construct a 16' x 20' deck and stops to the lake. Property is located at 240 Lakeview Terrace, East Marion, New York. This permit is approved with the proviszon that a minimum 4 (four) foot setback frdm the top edge of the bank for the posts is adhered to. Board of Trustees Page 2. This permit will expire on May 28, 1988 if work has not commenced by said date. There are two inspections required and the Trustees are to be notified upon the completion ~i the work. Prior to the issuance of said permit by the Clerk, the applicant shall file with the Clerk a certificate that he has public liability insurance policies insuring against any liability which may arise in the performance of the operations pursuant to such permit in such amount as shall be fixed by the Trustees, which said policies shall name the Town as a name insured. Please take further notice that thisdeclaration should not be considered a determination made for any other department or agency which may also have an application pending for The same or similar project. PLEASE CONTACT THE BUILDING DEPT. FOR A DETERMINATION ON THE NEED OF ANY OTHER PERMITS THAT MAY BE REQUIRED BY THE TOWN. Please remit the required $10.00 Wetland Inspection Fees for this project. Fitzgerald, Jr., Pres. - Broadwaters Cove Assoc. Inc. Application was Tabled, The Council wishes to meet with the _applicant or obtain more details. There is no indication of the exact nature of the dredging or reservation of boat spacing. No. 511 - Alan Cardinale - Recommend approval No. 512 -Michaei M. and James B. Sue~ro - Recommend approval. Goehringer, Ghairman Southold Town Board of Appeals Main Road Sout_hold~ New York 11971 Dear Mr. Goehringar~ As per your request~ an assessment of the project for GHRISTIAN SAIxMTNEN . Appeal No. 3622 (variance) has been conducted. During a site inspection on April l~ 1987 it was noted that the proposed deck would terminate at the top edge of a steep bank above East Marion Lake. This bank has m fair amount of indigenous woody vegetation growing on it. However~ a large amount o~ debris consisting mostly of branches and leaves has been disposed of on the face o~the ba~k. The lower portion or toe of the bank is much flatter and has cattails hvragmites communis) growing on it. Soils at the site are mapped as Carver and r~mouth Sands with 15 35 percent slopes. Gonstruction of the deck will slightly increase surface water runoff; however~ due to the sandy soils this should not create any problems. Placement of 4 x 4 posts and possible concrete'around them~ could create problems if they are located too clgse to the ~gp .~dge of the bank. I rec~end a minimum 4 [four) foot setback Construction of the stairs leading down to the lake will create problems with soil erosion by removal of existing vegetation and impeding establishment of new vege- tation due to shade. Terracing under the stairs would alleviate the soil erosion. A planting plan regarding the selection of vegetation for t_he bank could be provided by this office upon the landowner~s request. Existfing debris on the bank should be removed. This material will destroy any ex~sting vegetation below it and also adds excessive weight onto the bank. In reference to an unrelated matter~ the deck plan does not show a railing around the deck. Due to the steepness of the bank, a railing along the outer edge of the deck should be constructed.
