Dear Mr. Rafferty:
The Suffolk County Department of Health Services (SCDHS; "Department") has received
your letter, concerning the above-referenced project. The Depamnent has no objection to your
designation as lead agency.
Based on a review of the subject coordination, the Department offers the following
comments. These comments should not be construed as an implicit SCDHS approval Or
rejection of the project. All applications are reviewed thoroughly with respect to Suffolk County
Sanitary Code (SCSC) concerns by appropriate departmental personnel when SCDHS
applicatiom are completed.
Article 6 Status:
Our agency has no record of a current residential application for the proposed action as
required by Article VI of the Suffolk County Sanitary Code (SCSC). We recommend that the
project sponsor subm/t an application to our agency's Bureau of Wastewater Management at the
earliest possible date so that a complete technical assessment of this proposal can be undertaken.
We are concerned With the on=site soil types which may impede the proper functioning of a
subsurface sewage disposal system. Our concerns with the proposed sanitary system are
magnified by the shallow depth to groundwater existing at the site, which may also hinder the

operation of a sanitary system. We recommend that test hole information be provided from the
area of the proposed septic system.
Additionally, the applicant should provide a more detailed analysis of the clearing and fill
requirements of this project.
The applicant must comply with the requirements of the Suffolk County Sanitary Code and
relevant construction standards for water supply and sewage disposal. Design and flow
specifications, subsurface soil conditions, and complete site plan details are essential to the
review of this project. These considerations are reviewed completely at the time of SCDHS
application. SCDHS maintains jurisdiction over the final location of sewage disposal and water
supply systems. The applicant, therefore, should not undertake the construction of either system
without Health Deparmaent approval.

The following action was taken By the Southold Town Board of
Trustees on Tuesday, April 25, 1995:
RESOLVED that the Southold Town Trustees grants a waiver to
clear cut the above referenced property in order to stake the
proposed house for inspection.
Once the Trustees can inspect the property, then they will
complete the environmental assessment review.
