'T Southold Transportation Commission Southold Town Hall May 21, 2018 Meeting Called to Order: 10:00 AM by Chairman Neb Brashich. Members Present Councilman William Ruland, Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Nick Mazzaferro, Frank Field and Tom Fox. Also Attending Denis Noncarrow, Town Government Liaison Officer Approval of April 23, 2018 Meeting,Minutes A motion to accept the minutes was made by Jim Baker, was seconded by Frank Field and was carried. East End Transportation Council - Update There was no EETC meeting. Heather Lanza will consult with South Fork members concerning a date for the next meeting. Public Requests None. Town Supervisor, Board and Trustee Requests Traffic Summit Follow-Up Neb reported that no comments have been received from attendees at the February 28, 2018 Traffic Summit. A meeting with local business interests to address traffic issues will be scheduled. Summer/Fall Weekend Traffic Planning Congestion caused by motor vehicle accidents on the North Road remains a major consideration in terms of timely response by emergency and other services. Chief Flatley reported that the Southold and Riverhead Police Departments will implement their previous plans to deal with heavily attended venues such as the Mattituck Strawberry Festival and the Lavender Farm season in East Marion. Southold PD has hired 7 new Traffic Control Officers to assist with traffic management. Trustee Phillips added that the Greenport Carnival would take place on Memorial Day weekend and, with the prospect of increased seasonal traffic on the Cross Sound Ferry and the emergence of bloomage at the Lavender Farm at the end of June, increased traffic congestion should be expected. Councilman Ruland suggested that the management of Harbes should meet with the Commission. Liaison Officer Noncarrow will try to arrange meetings with local Chambers of Commerce and Business Improvement Districts, with daytime meetings preferred. 1 Pike Street Parking Lot Rules of Operation —Mattituck Paving and striping for about 70 parking spaces at the lot have been completed. The establishment of variable parking period rules with appropriate signage and other means of monitoring parking compliance are under consideration. In addition, the use of TCO's is expected to enhance enforcement of the eventual rules. Schematics of the renovated lot were provided to Commissioners for their comments at the June meeting. However, the Commission agreed that weight-limitation signage should be installed at both ends of Pike Street. Old Sound Avenue Stop Sign —Mattituck- Update The Town Attorney is drafting proposals for adjustments to the Town Code for enforcement purposes. Those proposals are expected to be presented to the Town Board for its consideration at its next meeting. Planning Board Requests Transportation & Infrastructure Chapter of Town Comprehensive Plan Heather Lanza reported that a rough draft of the plan should be ready by the end of May 2018. Residential Site Plan for"Vineyard View" - Chapel Lane & CR48—Greenport- Update Heather Lanza reported that a preliminary hearing on the site plan will be scheduled. Jim Kalin advised that he will attend a Suffolk County Transit meeting on June 4th. It is expected that the agenda is expected to discuss the rerouting of the S-92 north on to Chapel Lane from SR25 for the benefit of San Simeon on the Sound, the Vineyard View parcel and the ELI campground. The S-92 route would then reconnect with SR25 via Moore's Lane. The Planning Board is expected to meet with SCDPW to discuss traffic safety issues. Current Transportation Issues - Updates Southold Bus Shelters- Update Jim Kalin advised that the agenda for the SCDPW meeting on June 4th will also include discussion of the bus shelter situation. Dunn Report Love Lane & SR25 - Mattituck Jamie Richter reported that the Town Attorney has written to Dunn Associates concerning the inadequacies of the Dunn Report. Peconic Water Taxi Proposal Tom Fox advised that there was nothing new to report. However, potential operators may be interested. Old Business Traffic Issues—Village of Greenport Trustee Phillips advised that the NYSDOT has agreed to readjust the roadway stop lines at traffic signals to improve traffic safety and that a review of traffic signal timing at SR25 and 3rd Street will also be undertaken by NYSDOT. The impact on traffic and parking resulting from the Menhaden Hotel site at that intersection remains a concern. She also reported that the Village and North Ferry were dealing with issue of traffic flow to and from its boats. 2 In addition, the Village Planning Board will be reviewing parking issues in the Village. A survey by the Southold PD has found that speeding is generally not an issue and that"distracted drivers" are a larger problem. New Business None. I never heard back from anyone with regard to this issue. Perhaps someone can provide me with an update? I understand that new lines were painted, but in my mind that is not nearly enough to address the safety concerns. Given that seasonal traffic is once again upon us, I approach the intersection on my way to work/school/daycare with my children with increasing anxiety every day. I know this intersection involves county and state stakeholders, but if there is anything you can tell me with regard to pressure you are putting on representatives to address the issue, and simply where we are in the process, it would be much appreciated. V Dear Town Board &Supervisor Russell, I write to make a formal request for a full traffic light or traffic circle at the intersection of Rte 48 and Main Rd in Greenport. My understanding of the issue is that this is the purview of NY State, but may require the Town formally bringing this safety concern to the attention of the state. This intersection currently has a blinking yellow light, but this is woefully insufficient to adequately protect the safety of drivers, pedestrians and cyclists.As a year-round resident, this intersection is always a concern. However, in the busy tourism seasons, summer and fall, especially, it is a tremendous hazard. Significant traffic is due to the cross sound ferry, and of course drivers and pedestrians entering and leaving Greenport Village. Ideally, if it were a traffic light it would also contain a left turn lane signal coming from the east: many cars are attempting to turn left onto the Main Rd into the village, as others go around those cars on the right.At the same time, cars coming from the village heading east are trying to manage a left turn onto Rte 48. This left turn is hard enough. But on several occasions, I have witnessed cars waiting to turn into the village even try to waive cars leaving the village to go first, not realizing they are waiving them into oncoming traffic from cars behind them! Even the right turn into the village is hazardous, as drivers encounter cars approaching from the east. Please, this is a tragedy waiting to happen. I hope that the Town and State will be able to address this quickly, to best protect residents and visitors alike. Thank you for your consideration. Please be advised that County Road 48 falls under the jurisdiction of Suffolk County Department of Public Works (SCDPW). I assume the sign was placed to direct trucks away from Main Street in Greenport. There is another westbound SR 25 truck route directional sign in Mattituck on CR 48 that directs trucks onto Sound Avenue. I assume the Mattituck sign was placed there to direct trucks away from the LIRR bridge over SR 25 in Laurel. There does not appear to be any sign directing trucks back onto SR 25 that are westbound on Sound Avenue between the west end of CR 48 and Northville Turnpike. The Village of Greenport also repaved Main Street from the intersection :y 169057 DAVID S. This section of Main Street is called out as SR 25 but is owned and maintained by the Village of Greenport. New thermoplastic pavement markings were placed on Main Street after repaving. On the section of Main Street from Front Street north to Center Street the pavement markings were placed in the middle of the road. The west lane boundary pavement markings from Center Street north to the intersection with First Street were placed inches from the curb line eliminating the west shoulder. The new pavement markings eliminated the de facto traffic calming effect of the west shoulder and the parking on the east side of Main Street. Main Street in the 500 block to the 700 block has become a straight clear road for motorists and eliminated the west shoulder used by bicyclists. I can assure you from my personal bicycling experience that as the tourist season begins bicyclists are going to face a safety issue when they are southbound on Main Street in the 500 to 700 block section. Motorists do not like it when a bicyclist is forced to take the lane on Main Street. Box 1179 MAY 18 2018 ID Southold, NY 11971 [sent via email] SUPERVISOR'S OFFICE Re: The Orient Plan and the Propositions TOWN OF SOUtHOLD Dear Supervisor Russell: As you are aware, the Orient Association (OA) has involved the entire Orient community in the creation of the Orient Plan, identifying certain unique needs of the hamlet of Orient. One of the primary concerns voiced by Orient residents is vehicular traffic, primarily relating to the Cross Sound Ferry and the related issues of speed, congestion and safety. As part of a traffic committee within OA, charged with researching solutions to traffic issues, Tom Foster, Bob Hanlon and I met with Chief Martin Flatley, on Wednesday, May 2, to discuss these issues and possible solutions. We felt that it was important to keep Chief Flatley abreast of our concerns, especially now, as the spring/summer traffic surge has begun. We were also expressing concerns of East Marion whose civic association has signaled a desire to be part of the traffic discussions. At the May 2 meeting, we outlined the primary concerns relating to traffic in Orient, which is a year-round issue, but more noticeable May to October. Driving east on Main Road (Route 25) from the blinking light in Greenport to the ferry departure area in Orient Point, the speed limit changes seven (7) times. The range is from 30 to 50 miles per hour. Many traffic studies have shown that repeated changes in speed limits reduces compliance with those limits overall. We have observed serious speeding issues, especially around the Oysterponds School and Village Lane. The presence of a 50 MPH section on the causeway only lasts for a few hundred yards, but it encourages that high rate of speed for several miles after it ends. There are no apparent benefits to increasing speed in these areas except reducing driving time. However, a change to 40 MPH for the entire distance (except for the 30 MPH zone during school hours) would only increase trip duration by about 50 seconds. r 4 We recognize that such a change would not eliminate speeding altogether, but it would reduce confusion, and it might reduce the number and level of incidents of speeding in this area.Also, studies have shown that reductions in acceleration, deceleration, braking, and overall speed reduce air pollution. We are looking to reduce the speed limit from the Ferry to the Greenport light, in both directions, to 40 MPH. Chief Flatley indicated that this proposal would not pose any issue with policing or create other traffic issues, and voiced his support for the change. He said the matter should be brought to the Traffic Commission, and that he would recommend its approval. We also discussed moving the eastbound 30 MPH school zone sign slightly west, to provide more time to slow before reaching the school. We are aware that speed limits and signage on Route 25 are controlled by the New York State Department of Transportation (DOT).We have successfully worked through that process in reducing the speed on the Causeway near the entrance to Truman's Beach.With the Town's support for this new proposal, we are prepared to work with the DOT and with our State and County legislative representatives, to go through the review and approval process.
