Lauren Standish,Secretary P.O.Box 1179 Southold,NY 11971 Conservation Advisory Council Town of Southold MINUTES Wed., May 9, 2018 4:30 PM Down's Farm Preserve A meeting of the Southold Town Conservation Advisory Council was held Wed., May 9, 2018 at Down's Farm Preserve. Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary Absent: Caroline Burghardt, Member CALL TO ORDER The meeting was called to order at 4:30PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Young will meet with Councilman Dinizio to discuss recommendations for the new appointment(s) to the CAC. OLD BUSINESS Peter Meeker requested updates on the erosion control survey study, end-of-year report and follow-up on the LWRP meeting with Mark Terry. Chairman Young will provide updates at the next monthly meeting in June. NEW BUSINESS 4 2 Several council members expressed in interest in participating in a DEC Update Meeting remotely via WebEx on June 4th. Councilman Dinizio and Lauren Standish will work with the IT Dept. and reserve a room at a town facility as the viewing location. REPORTS Peter Meeker attended the Board of Trustees meeting held on April 18th. The Rabbit Lane application was Table due a question on the plan for the proposed deck. The application is expected to be back on the agenda in May. The application for a bulkhead reconstruction on Pipes Cove was approved. The approval included raising the bulkhead due to sea level rise. APPROVAL OF MINUTES Moved by John Stein, seconded by James Abbott to Approve the Minutes of April 11, 2018. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of CROSS SOUND FERRY SERVICES, INC. for the rehabilitation of the existing ferry terminal including temporary installation of berthing dolphins, construction of a new bulkhead, as well as the removal and rehabilitation of the existing vehicle access ramps and the replacement of the ramp support stanchions. Located: 41270 Main Rd., Orient. SCTM#15-9-16 Inspected by: Peter Young, Peter Meeker, John Stein The CAC Supports the application with a stormwater run-off mitigation plan for the area around the elevated ramp and parking lot. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of DIMITRIOS & IRENE ANTONIADIS for the modification to the existing leaching pools with new chamber and an expansion pool and new septic tank. Located: 3300 North Sea Drive, Orient. SCTM#15-1-4 Inspected by: Peter Young, Peter Meeker, John Stein The CAC Supports the application with the installation of a non-turf buffer and recommends this project for the Suffolk County Septic Improvement Program. Vote of Council: Ayes: All 3 Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of DOMELUCCA LLC for the restoration of the bluff; remove Privet and plant native species. Areas of Privet to be removed are irregularly shaped sections of the shoreline and bluff portions of the overall property. These areas will be planted with native species with existing intact Eastern Red Cedars to be retained. Located: 14909 Route 25, East Marion. Area of Privet to be removed is irregularly shaped 100'X 125' portion of the overall property. This area will be planted with Northern Bayberry, Beach Plum, Groundsel Bush, Switchgrass, Little Bluestem Grass and Sweetfern. Located: 14911 Route 25, East Marion. SCTM#23-1-2.10 Inspected by: Peter Young, Peter Meeker, John Stein Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of GEORGE KATSAMANIS to construct approx. 134 If. of vinyl retaining wall with 8'X 12' returns along top of embankment, and backfill where necessary with approx. 15 cy. of clean sand fill to be trucked in from an approved upland source; construct approx. 130 If. of low-sill vinyl bulkhead with 8' and 12' returns; dredge 10' wide, approx. 1,200 sf. area seaward of proposed low-sill bulkhead to 4 a maximum depth of-24" MLLW, and create approx. 1,400 sf. intertidal marsh by backfilling area landward of proposed low-sill bulkhead with approx. 45 cy. of dredged spoil to be planted with Spartina alterniflora; restore disturbed portions of existing naturally vegetated slope between proposed retaining wall and tidal wetlands boundary with native vegetation; and establish 10' wide, approx. 1,350 sf. of non-turf buffer landward of proposed retaining wall. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of GARDINERS BAY ESTATES HOMEOWNERS ASSOC., INC. to dredge a 25'X 300' channel to -4.0 below mean low water. Located: Spring Pond, East Marion. SCTM#37-4-17 Inspected by: Peter Young, Peter Meeker, John Stein Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of TIMOTHY & GEORGIA QUINN to renovate the existing one-story, single-family dwelling with partial second floor as follows: remove 51 sf. of existing second floor deck on east side of house; construct new roof over existing 24'X 35' partial second floor to remain; remove existing 165 sf. second floor deck on north side of house and construct new 192 sf. second floor deck; construct 7'X 15' second floor addition with flat roof and 21.5' X 30' second floor addition over existing first story to remain; extend existing chimney above new roof; construct a 9'X 32' pergola addition over existing pool deck to remain; construct new flat roofs on the landward south side of the house over existing 45 sf. and 86 sf. covered porches and over 24 sf. and 91 sf. portions of existing first floor, all to remain; and install a drainage system of leaders, gutters and drywells. The site plan does not depict adequate drainage for the structures and the pool backwash. 5 Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of MICHAEL KREGER to demolish the existing dwelling, deck and shed and remove the existing sanitary system; construct new dwelling terrace, pool, outdoor shower, HVAC, pool equipment, pool fence, generator and septic system and expand the driveway. Plant 1,583 sf. area with native vegetation, and increase the area of no-disturbance buffer and add covenant over portion of existing and proposed area of native vegetation. Located: 1085 Bay Shore Rd., Greenport. SCTM#53-3-13.1 Inspected by: James Abbott The CAC Supports the application, however the proposed location of the pool is less than the required setback as referenced in Ch. 275 Wetlands. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of TIMOTHY CASAMENTO & KLEO KING to construct a single-family dwelling with covered porch and a 12'X 12' shed. Located: 2667 Long Creek Drive, Southold. SCTM#52-9-1.2 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of JOHN & DANIELLA VENETIS to replace existing 72' bulkhead with a new bulkhead to match existing size and location. Located: 2600 Takaposha Rd., Southold. SCTM#87-6-4 Inspected by: James Abbott The CAC Supports the application and recommends an increase in the length of the returns. Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was 6 RESOLVED to SUPPORT the application of GEORGE & DEBRA CORITSIDIS to implement a stormwater management plan consisting of the installation of two (2) 8'X 3' drywells at the southwestern and northeastern corners of the existing dwelling, regrade the existing driveway and install 250'X 3' gravel French drain, remove existing boulders, installed along the wetland boundary, re-grade an approximate 1,750 sf. area and plant with Marsh Elder adjacent to wetland boundary and American beach grass. Located: 1800 Cedar Beach Rd., Southold. Located: 145 Dickerson Street, Peconic. SCTM#67-3-11 Inspected by: James Abbott Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of DAVID KRUPNICK to install a 3'X 12' hinged ramp and 6'X 20' floating dock in a "T" position, parallel to the shoreline, secured by two (2) 8" dia. two-pile dolphins off seaward end of existing 4'X 46" timber catwalk with 1.7'X 11' bench to remain; cut existing dilapidated 17' bulkhead and 23' groin to grade; and connect water and electricity to dock. Located: 880 Deep Hole Drive, Mattituck. ANDERSON to Amend Wetland Permit#5649 to install a 3'X 16' ramp and a 6'X 20' floating deck secured by (4) piles. Located: 1905 Emerson's Road, Southold. SCTM#86-3-1 Inspected by: James Abbott 7 The CAC Supports the application using best management practices. Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., May 16, 2018 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on June 13, 2018 at 4:30PM at Down's Farm Preserve.
