Members Present Councilman William Ruland, Town Engineer Jamie Richter, Planner Brian Cummings, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Highway Superintendent Vincent Orlando, Police Chief Martin Flatley, Nick Mazzaferro, Frank Field and Tom Fox. Also Attending Denis Noncarrow, Town Government Liaison Officer Approval of March 19, 2018 Meeting Minutes After a request by Trustee Phillips that in the future she be referred to by her elected position, a motion to accept the minutes was made, was seconded and was carried. East End Transportation Council - Update There was no EETC meeting.- Neb will consult with Heather Lanza concerning the date of the next meeting. Traffic Summit— February 28, 2018 - Review Neb reported that no comments have been received from the Traffic Summit attendees. However, the minutes of that summit have not yet been distributed by to the attendees. Neb and Tom Fox will meet with Denis Noncarrow after today's meeting concerning distribution of the minutes. Current Transportation Issues - Updates Traffic Control —Old Sound Avenue, Mattituck Councilman Ruland noted that it has been proposed that Old Sound Avenue should be marked with appropriate new striping, arrow markings and signage to reemphasize that the roadway from its intersection with SR25 and Love Lane to Westphalia Avenue is one-way, running westbound. The new markings would also delineate parking spaces. The new signage would include a new stop sign on Old Sound Avenue at Westphalia Avenue and a "Do Not Enter" sign at that intersection. The Town Attorney will be requested to review the proposal for code enforcement purposes. Mr. Ruland also observed that the proposal resulted from concerns about traffic safety on Old Sound Avenue raised by local residents at the Mattituck Laurel Civic Association meeting of March 26, 2018. Jamie Richter noted that the proposal would also be a preview of the pending reworking of the parking lot in way of that roadway. Suitable reflective paint and/or a "Thermoplastic" beaded application on the roadway would be effective. The estimated cost of for the project is about $7,500. It was agreed that the proposal was a good short term solution to an urgent traffic safety issue and Neb will present it to.the Town Board at its April 24, 2018 meeting. Pike Street Parking Lot—Mattituck New parking rules for the Pike Street lot are under consideration and will be forthcoming shortly. 1 Planning Board Requests Proposed Residential Site Plan for"Vineyard View'- Chapel Lane & CR48 - Greenport Brian Cummings presented a detailed report and site map from the Planning Department for the Commission's consideration concerning traffic and transportation issues associated with the proposal. The project involves the construction of a multiple-dwelling 50 unit workforce rental housing development with one, two and three-bedroom units, as well as a community center and parking spaces. The site would cover 17.2 acres, of which 10 acres will be preserved as open spaces. The report also proposed that Suffolk County Transit be requested to re-route the S-92 north on to Chapel Lane from SR25 for the benefit of San Simeon on the Sound, the Vineyard View parcel and the ELI campground. The S-92 route would then reconnect with SR25 via Moore's Lane. Town Comprehensive Plan Neb reported that.AKRF consultants have been provided with the parking space information collected covering the Town and the Village of Greenport. Current Transportation Issues - Updates Dunn Report Love Lane & SR25 - Mattituck Jamie Richter reported that he will be meeting with the Town Board at its April 24, 2018 meeting to discuss the inadequacies of the Dunn Report. More clarity and a revision had previously been requested from Dunn. Peconic Water Taxi Proposal Tom Fox advised that there was nothing new to report. Bus Shelters Jim Kalin reported that SCDPW will submit an RFP for shelters with a view toward building two per month. He also advised that Sunrise bus drivers have identified 8 possible sites within the Town. It was also suggested that agreements should be sought will local businesses in way of those sites for the implementation of an "Adopt a Shelter" program. Old Business Trolley Shuttle Proiect Denis Noncarrow advised that there was nothing new to report. New Business Traffic Issues—Village of Greenport Trustee Phillips advised that the Village had requested NYSDOT to readjust the roadway stop lines at traffic signals to improve traffic safety. A"No Right on Red" sign at SR25 southbound on to 3rd Street was also requested. A review of traffic signal timing at that intersection should also be undertaken concerning the impact on traffic and parking resulting from the Menhaden Hotel site. She also reported that the North Ferry was improving the traffic flow from its,boats. It was our intent to have this parking lot utilized by residents and not commercial vehicles. We will be reviewing this decision at the Commissions meeting today. At this point, there is not much we can do to widen these aprons. The 12'width can allow garbage trucks and other medium sized commercial vehicles if they enter the lot from the opposite side of the road and turn in slow. I took my F150 into the lot tonight and even had a difficult time trying not to hit the curb, which I did as I entered. To go cleanly into and out from the lot you pretty much have to make precision 90 degree turns to enter and travel straight into Pike Street to make the 90 degree turn. Could someone please check into my observations to see if this was built as designed or this will be the norm? Thanks. We reviewed the egress and ingress locations as well as the parking situation as presented in the plan and fully concur with the proposal. Given this would be a workforce rental housing development, we would like to recommend that the Planning Board approach the Suffolk County Transit to see whether there is a possibility to reroute the S92 bus to serve the future residents there. In that case, a bus shelter should be included in the plan.
