Findings: The project meets all the requirements for issuance of an Administrative Permit set forth in Chapter 275 of the Southold Town Code. The issuance of an Administrative Permit allows for the operations as indicated on the project plan prepared by,and submitted by Brenda Grimes, received on April 6, 2018 and stamped approved on May 16, 2018. Special Conditions: None Inspections: Final Inspection. If the proposed activities do not meet the requirements for issuance of an Administrative Permit set forth in Chapter 275 of the Southold Town Code, a Wetland Permit will be required. Project Plan Photos APR - 6 2018 Southold Town Board Trustees I. Project Plan Outline The location of the project is at 4145 Wells Road,Peconic. The Proj qct Plan is to perform an in-depth cleaning of the 3Oft non-turf buffer which is overgrown with invasive vine species, especially Oriental Bittersweet, which are killing the native vegetation. The Project Plan includes removing dead trees, limbs, debris and the invasive species. The Project Plan also includes pruning remaining vegetation to facilitate healthy growth. Section 275-8 H- an administrative permit includes operations that are deemed to have no adverse environmental impact, and a public hearing and notice are not required prior to issuance of such permit. The proposed project meets all the requirements of an Administrative Permit set forth in chapter 275 of the Southold Town Code in that it will not have an adverse impact on the environment. The Project Plan was prepared by and is submitted by Brenda Grimes who consulted with and received input and advice from several local horticulturists, landscapers and Cornell Cooperative Extension. The dead trees which will be removed pursuant to the Project Plan are identified by Red Paint Markings. There are 13 photos of the dead trees, limbs, debris and invasive species which we are requesting permission to remove attached to and described in section III. Each of the 13 photos corresponds to the number on the Project Plan Map in section II. It is important to note that we will not use any heavy equipment to remove the dead trees, limbs, debris and invasive species. Dead trees will be cut to the ground level and pieces will be removed by wheel barrel. The invasive species will be removed in accordance with exhibit B of the application. Once the non-turf buffer is cleaned we will revegetate it in accordance with Southold Town Code 275-4 (d)using"non-invasive native species". We understand that we can vegetate the non-turf buffer with native plants,trees and shrubs but NOT grass. But by cutting vines at the ground most trees can survive. Four Steps to Remove!lines: 1. Use garden clippers,quality loppers or small limb saws to cut,or saw through large vines near the bottom and around the trunk at the base of the supporting tree. Be careful not to disturb the bark. TIP:Wear gloves, long sleeve shirt,and long pants to lessen the risk of poison ivy. Many prefer doing this during the months from late fall through early spring when poison ivy is less prevalent. 2. Pull the vines from the ground around the base of the tree,making a 2 foot"life saver ring"around the tree.This will protect the tree from future infestations. If the ground is hard and the vines break, work after a rain. Lay a 2"thick leaf mulch or wood chips in the cleared area 3"away from the tree trunk. 3. Once cut, leave vines on the tree to die. Do not pull them off because that could harm the tree.The vines will gradually blend into the tree bark after they die. Checkup on your tree each year to be sure the ivy on the ground remains off the tree. 4. Pull out additional ivy growing along the ground by grabbing, pulling and snipping as much as possible.You may lay the cuttings on the ground to air dry as they are unlikely to re-root.
