Scott, Jr. Opening Comments Supervisor Russell SUPERVISOR RUSSELL: Please rise for the Pledge to the Flag. Thank you. Before we get to the business of the regular agenda, I am going to on behalf of this entire Town Board, make some presentations to two very special people who have meant a great deal to me personally and professionally, I am happy for them for their retirement but I have to say, I don't want to see you go. I just, you guys have been great to the community and great to the town. So hold on one second. This I am going to present to, the Town Board wants to present this to Bill for his commitment to this community for 36 years of a Judge in this town. And whereas Judge William Price, a most dedicated official of the Town of Southold is retiring from public service on December 31, 2017. Whereas Judge Price has given generously of his time and provided faithful service to the residents of the Town of Southold since January 1, 1982 for nine consecutive terms, and whereas Judge Price's record of unwavering service and diligence to duty Southold Town Board Regular Meeting December 19, 2017 page 4 to the Town of Southold deserves the sincere gratitude of those with whom and for whom he has served, now therefore be it resolved that the Town Board of the Town of Southold hereby expresses its sincere appreciation to Judge Price for his unselfish and untiring efforts on behalf of the Town and extends their best wishes for the years ahead and be it further resolved that a copy of this resolution be presented to Judge William L. Price and entered into the permanent records of this Town Board meeting. Bill, I want to present this to you and I want to say on a professional level, you have been wonderful. On a personal level, you are far more important to me than I think you know. JUDGE PRICE: Thank you. Thanks, Scott. SUPERVISOR RUSSELL: Bob, why don't you come up here? Again, to someone who has dedicated himself to this community for a very long time, Bob became an Assessor about a year before I did and I have to tell you, working alongside him for 15 years, I have seen the dedication he put into this community each and every day. One of the hardest working people I have ever worked alongside of. Whereas Robert Scott, Jr., a most dedicated official of the Town of Southold, is retiring from his position as a member of the Board of Assessors for the Town of Southold on December 31, 2017 and whereas Bob has given generously of his time and provided faithful service to the residents of the Town of Southold since January 1, 1990 and whereas Bob has held the position of Chairman of the Board of Assessors and has served as the Fire Coordinator for Disaster Preparedness for the Town of Southold and whereas Bob's record of unwavering service and diligence to duty to the Town of Southold deserves the sincere gratitude of those with whom and for whom he has served, now therefore be it resolved that the Town Board of the Town of Southold expresses its sincere appreciation to Bob for his unselfish and untiring efforts on behalf of the Town and extends their best wishes for the years ahead and be it further resolved that a copy of this resolution be presented to Robert I. Scott, Jr. and entered into the permanent records of this Town Board meeting. Bob, I want to give this to you and I also want to say, I have said this in a lot of public settings, but I had gotten to know Bob probably when you were running for office, in 1990 there was a vacancy in the Assessors office, former Assessor Fred Gordon had passed away and Bob had actually suggested to me to run for office and I can be honest, I was 26. I didn't think that anybody would take me serious as a candidate, certainly the Republican committee in those days. Bob encouraged me, put my name in and here I sit today. Bob, I owe my local political career to you and I can't thank you enough. BOB SCOTT: Thank you. I just want to thank the people of Southold for letting me serve them for the last 28 years and I hope the open door policy we have in the Assessors office continues in the future. Thank you to everybody that's here. Thank you. COUNCILMAN RULAND: I can't help but think of a phrase that comes to mind about both you gentlemen and you know, at this time in some people's minds, some people take a look back, some people laugh and say I am going to play golf, some people, I don't know if they know what they are thinking, they just know that they are going to take the next step but one of the things I see in both you gentlemen, and have for the time I have known you, is just the simple four words, for all the people. Thank you. Southold Town Board Regular Meeting December 19, 2017 page 5 COUNCILWOMAN DOHERTY: I have been involved in Town Hall since 1987 and just a quick story, when I was with the Trustees the office was in the basement on the east side of the building and I would have to get my mail from the Clerk's office. So every day I would walk up, get the mail and of course, I would stop by and say hello to every office because I can't pass by and not say hello and Bob nicknamed me the wandering ambassador of Town Hall. And we all had a lot of fun with that and I will tell you a story and Bill has numerous anecdotes and stories as well that we have heard over the years and I want to say Town Hall is not going to be the same with either one of you gentlemen not here, so please, don't be a stranger, come visit. And I know we will all see you around town but I am going to miss seeing you all around Town Hall. COUNCILMAN DINIZIO: Well, I have known both of you guys most of my life, I can remember when Bob was working for Reg Hudson, real estate agent, one of the first times I ever heard anything about real estate and watched him grow and become a major part of my life in the past 50 years. Bill, we grew up in the hood. I don't know what to say, you know like I can recall you, even though you are four years older than me but I always looked up to you, Billy Price, Billy Price and it just seems like kind of melancholy, we are at this side of our life, we are not down in Widow's Hole taking the boats out to go to Squirrel Island or wherever. Congratulations on making the milestone to both you guys and I am more than proud to call you friends for most of my life. Thank you very much. JUSTICE EVANS: I would like to say, Bob Scott has been a Fishers Island Assessor during my time in office, so he was always great. If someone hadn't paid their taxes or someone had a question about their taxes or he had questions about something, he would call up to make sure that person had called, he would say can you get hold of that person or can you make sure they know what they are doing or this church has not applied for their exemption, can you make sure it gets there and I thank you for that, you didn't forget about us over there and you really paid attention to us and Bill, my first day in court, I had to call Bill and say I had this attorney here, I am not going to name names but an attorney that was here and just loved to make objections and with my first day having a case in front of me and I was saying, that does not make sense. So we took a little adjournment, went back and called Bill. I said Bill, he keeps claiming this and keeps claiming that and he said, just tell him no. and I did, he quieted down and he gave me more confidence in court, so I really thank you for that and mentoring me all the way through. So we will miss you in the office. COUNCILMAN GHOSIO: For my part, of course, you folks were involved in the local politics and working in Town Hall many, many years before I even came along but I will say this, it's been my pleasure to get to know the both of you and at various times in my tenure here as both a Trustee and Councilman, when there have been opportunities for you gentlemen to help me, you have been more than happy to do so. And for that I appreciate it. It can't be understated how hard and difficult it is, particularly as an elected official to last in a position as long as you two have and that is to be commended and honored in many ways and I appreciate all you have done as well. I appreciate all the help and I have appreciated the fact that I have gotten to know you. SUPERVISOR RUSSELL: Thank you. I will just finish up by saying, I have already spoken but usually I say when people are going they are a loss to the community, actually this Southold Town Board Regular Meeting December 19, 2017 page 6 community, the entire community knows the dedication you two have both shown and I think it's not just a sad day for me it's probably a sad day for the entire community, although like me, I know they wish you well and are happy that you are moving into maybe an easier lifestyle without the rigors of public service. SUPERVISOR RUSSELL: Number of households or total residential units? MS. WADE: The taxable properties for each of the schools. The 50 units of affordable housing could potentially easily with so many two or three bedrooms add 150 students to Greenport school. Greenport school has been growing, Southold school has been shrinking. I think that it would be very important to look at consolidation, any consideration otherwise it's going to look really bad for Southold Town to put you know, 15 new units of affordable housing right into the Greenport school district, into Greenport. So I understand it's been zoned for high density for years now and I am still kind of shocked because hamlet is defined by someplace that is walkable and this location is on a blind corner of one of the highest speed sections of the North Road where the people will be going in and out, children will be waiting for the school bus, they won't be able to walk or bike to school because there aren't any paths, I think providing paths would be critical as well. Probably doing some kind of traffic calming, you might have to have an island there or something to like, take some serious attention. I don't think Greenport should be asked to waive sewer fees for, again, if this is if all of Southold Town which is quite a large area is putting all of its affordability eggs into the basket of Greenport. This, they shouldn't be asked to subsidize as well. Looking at the plan casually, it looked like it could be clustered more. If there's any way to shrink it, that would also be a good idea. The part of(inaudible) if you look at the little star on the plan and its smack in Moore's woods, that's our greenbelt, that's the Greenport greenbelt. I understand it's been a lot, but it's been woods, it's all woods, it's Southold Town Board Regular Meeting December 19, 2017 page 25 natural, it's where natural wildlife is and if you look at, now you can google aerial you can see what a wonderful green space this is and one of the benefits to the community of the greenspaces is being able to drive on the public roads and actually seeing it. so this is going to put the greenspace, you'll be driving on 48 ,and it will be behind this development, so I think that view sheds from the road (inaudible) and there would be ways to maximize that. There's a vacant lot for sale, I think the Town should prioritize getting it to add to Moore's woods. As I retired, one of my priorities was going to be expanding and protecting Moore's woods, so I was like really shocked by this proposal. The way that people will be allowed to rent it is going to be decided I hear by the Catholic diocese, CDC, I don't know what the C stands for. SUPERVISOR RUSSELL: It's community development corporation, unaffiliated with the diocese. MS. WADE: But Catholic diocese is part of the name,right? SUPERVISOR RUSSELL: No, the CDC stands for community development corporation, they are an independent, stand-alone corporation that promotes affordable housing. They are unrelated to the diocese. MS. WADE: Okay, well one of the, that's interesting I am sorry, I really know very little about it. I am mainly raising a lot of questions at this point, Greenport is desperate recruiting new firemen, right? That's an issue, the age is increasing and it's probably getting harder for new recruits but there's nothing or I would like to hear how it's going to be addressed that people would have some connection, either a job on the north fork or perhaps they have lived in Greenport for a couple of years out of the last 8 with them having priority in Southold a couple of years after the last 8 also because I know it's very serious to find people to work in the businesses and affordability, affordable housing is a crisis situation that I don't think we want to be attracting people from other places on the island and not addressing the needs... COUNCILMAN DINIZIO: Well, there are some considerations for local people. Firemen I think is one and military is another. I don't know how they fit in with the CDC because it's fairly new to us and you know, the housing commission is kind of exploring that. So you know, you would have to see. I mean, it's civil rights. Everybody has a right to a home and you can't block out people just because of where they live, so that's always a problem. We have, this whole project has a year or two years just to go through all the questions you are asking... MS. WADE: That would be great. COUNCILMAN DINIZIO: Mostly at the Planning Board and they are going to take care of ingress and egress at that piece of property. You know, that's all going to be considered and has been considered before. As far as Greenport Village subsidizing anything, there is none of that. MS. WADE: Sewer hookups would be paid by someone else. Southold Town Board Regular Meeting December 19, 2017 page 26 COUNCILMAN DINIZIO: Greenport has over capacity of that right now, they built enough, it seems like this will fit in good for them, they won't be over capacity, it won't make them have to build new structure or however that works but... MS. WADE: I think it would be like $500,000 for the sewer hookup fees. COUNCILMAN DINIZIO: Yeah, I don't know what the deal is, you know, you would have to deal with it. I just know that capacity wise, it's good that way. As far as any subsidies, the Housing Advisory Commission has some money at hand that they are going to use for some kind of subsidies. You know, it's money that we have from other developers to help the CDC or this applicant make it more affordable and certainly that's one of the considerations. MS. WADE: I understand also, the school, you really are unrelated to the school board, I would like to know if you have any ideas of how you can implement the school boards to take consolidation seriously, it's such a critical situation. COUNCILMAN DINIZIO: it's a tough nut. You know, for most of my life I have been fighting that battle. MS. WADE: Well, Southold Town has never decided to put 50 units and maybe 150 kids... COUNCILMAN DINIZIO: Well, no, that's not so. We have done it plenty of times. Cedarfields is one... MS. WADE: It wasn't 50 units. COUNCILMAN DINIZIO: Cedarfields is pretty close to that because they have that development right next door, also. SUPERVISOR RUSSELL: The last two affordable housing affordable housing communities that were sponsored and developed in Southold Town were in the Mattituck school district. I think on a unit to unit basis, probably the one hamlet that has received more than any other hamlet is probably Southold. There was two separate projects, Southold villas and High Point Meadows. And there was also another four units that were developed on Sound Avenue in Southold... MS. WADE: These were ownership, right? Which is different than rental apartments. COUNCILMAN DINIZIO: This is different because this will be affordable forever. High Point, all of those were not. They got subsidized but... MS. WADE: Inaudible SUPERVISOR RUSSELL: The one in Mattituck was not, it's affordable in perpetuity, Jim. Southold Town Board Regular Meeting December 19, 2017 page 27 COUNCILMAN DINIZIO: Oh, yes, that's right. SUPERVISOR RUSSELL: The apartments is where the need is... MS. WADE: I agree with you. SUPERVISOR RUSSELL: If you look at the affordable housing registry, overwhelming majority are young, single people just starting out, just starting to earn income. They are not maximizing their income potential yet. the idea is to provide as a ladder, you know affordable housing isn't the, you can't create the end result, you can just try to create a ladder and as they step up the ladder and they move into the regular market but I think the town really does have the goal of distributing housing as best we can throughout the whole community. I just want to remind you that the zoning, it doesn't require any action of the Town Board, this particular project. They are free to move forward with it. They don't need any endorsement from the town, they don't need rezoning. It's a private piece of property with zoning already in place, they are free to develop it as they see fit in the existing zoning and they are free to rent it to who they like within the existing zoning. MS. WADE: But they would need the sewer from Greenport. SUPERVISOR RUSSELL: That would be an issue for the Village. I don't want to meddle in their affairs. That would be between the Village and the applicant. The Town wouldn't have a role in that. COUNCILMAN DINIZIO: The sewer for that property has been discussed and there are some agreements already for that piece of property concerning sewer from past applications. There is a lot of grey in this one, it's not really black and white, so like I said, you will have a year, year and a half to comment... MS. WADE: Thanks. COUNCILMAN DINIZIO: The whole, consolidating school districts and I've lived in Greenport all my life, I went to Greenport school, my wife works there, my kids went there. you know, Oysterponds is another one that's hurting too, as far as kids are concerned and maybe we need to look that way. If they give us, probably maybe it's 75 kids now but you know, for the most part, a lot of the high schools are (inaudible). SUPERVISOR RUSSELL: I would just caution that the school districts are separate corporations, the town has no role in their governing, their structure, their merger. Their merger issues would be for the schools and New York State to resolve, whether they think that's the direction they should go in or not. It's just well beyond the reach of municipal town government to promote it, to mandate it, do anything like that. MS. WADE: Actually, I think it would be appropriate to promote it as a bully pulpit that you would have... Southold Town Board Regular Meeting December 19, 2017 page 28 SUPERVISOR RUSSELL: That's assuming we support it. MS. WADE: Right but I mean you are promoting affordable housing in Greenport so promoting that to balance things out would be effective. You said there's a list, I am wondering has a user study been done, you have a housing committee, what are the numbers, do you know if there are families looking for places that are on the list now. COUNCILMAN DINIZIO: We are updating the list now. SUPERVISOR RUSSELL: The list needs to be updated. The problem is, we haven't updated it in a few years and to be candid, when there's no proposal, people lose interest. They submit their name time and time again, nothing gets built on the ground, they lose their interest. Now that there's something being proposed, we think that will certainly let people know that yes, we have something, there's potential for you to find affordable housing and we will start to see the applications come in as soon as we cast out for a new census of people. COUNCILWOMAN DOHERTY: I just want to further clarify what Scott said, you know, it's a private piece of property, a private entity. Just because the town is involved with the affordable housing aspect of it, doesn't mean any of the rules and regulations are going to be circumvented. They still have to go through the full process of the Planning Board and all the other agencies that are involved in a project like this. So, like Jim said, it's going to take a while and these questions get vetted out, filtered out through the Planning Board and other things. Also, Denis Noncarrow is our government liaison and he has hours in the office, you can always talk to him and ask specific questions about the affordable housing program itself. MS.
