The radius of influence according to SCWA's Water Resources Manager Steve Colabufo can be calculated using assumptions specified by the user. These assumptions include: permeability of the aquifer,pumping rate(in gallons per minute or cubic ft. per day), and duration of pumping. Also taking into account the locations of any nearby surface water features(rivers and lakes)that may provide a source of recharge water to the well. Due to the above mentioned variables we do not have this information for each of our wells. Enclosed herewith are the Source Water Assessment Program(SWAP) models for SCWA's Old North Road well field. Please be advised the estimated water usage for the proposed project is 215 GPD,which excludes the proposed irrigation, estimated to be 30 GPM. The parcel is 1.46 acres,with paved parking however the site and landscape plans have not been refined to provide more detailed irrigation information. The DEIS stated,"The Lead Agency requested information be provided by SCWA regarding the location of public supply wells.SCWA provided the location of public water supply wells within 2,500 ft.of the subject site,The nearest wells are located 2,033 ft.northeast of the site,north of Old North Road Other SCWA wells are located at CR 48 west of the site and at a location east of Kennys Road;each location is beyond the distance of 2,500 ft." If the statement was confusing with respect to the SCWA's location of the well closest to the subject site,or the distance to the wells that are located beyond 2,500 feet,we will revise the statement. The Lead Agency has requested we ask the SCWA what potential impact the proposed gas station will have on the SCWA wells based on the cone of influence and drawdown during(maximum) pumping. We assume this comments is specific to product release and potential for contamination to public water supply. Please provide a response,as we have no information on the SCWA well depth,maximum pumping rates,screen locations or other pertinent information to assess the impact potential.Furthermore we recognize the sensitive nature of such information and wish only to satisfy the Lead Agency's comments to the DEIS pursuant to SEQRA. SCWA is unable to conduct a meaningful review of this project as the document does not contain anticipated water usage,data essential to SCWA's review. The application in its current form is incomplete. SCWA requests that anticipated potable water usage data be provided in gallons per day and if applicable,separate water data in gallons per minute if there will be an irrigation system. Additionally, for clarification purposes,SCWA would like to point out that there is a SCWA well field which has(3)three active wells located within 2,500 ft of the subject project. While the proposed project would not appear to have any adverse impacts on SCWA's water quality,water quantity as it relates to the irrigation demand does become a concern. The irrigation demand appears to be significant for this area,particularly for this type of use. If your irrigation calculations are correct, SCWA suggests that the existing on-site well be utilized exclusively for irrigation purposes. If that is not a viable option, alternatively, all efforts should be made to minimize the irrigation demand with proper drought tolerant native plants,use of the latest water conservation technology in irrigation controls and avoid additional demands on SCWA's system during peak pumping hours(2 AM to 7 AM).
