HomeMy WebLinkAboutLP-05/01/2018 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 1, 2018 at 7:00 p.m. Town Hall Annex – Land Preservation Department Members Present: Sam McCullough, Chairman Doris McGreevy John Simicich Anne Murray Will Lee Lillian Ball Members Absent: Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Chris Baiz Commencement:  The meeting began at 7:05 p.m. with six LPC members present. Next Regular Meeting:  The next regular meeting is scheduled for Tuesday, May 15, 2018. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from April 17, 2018 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 4/17/2018 Land Preservation Committee meeting minutes. Motion carried: 6/0 Land Preservation Applications and Inquiries:  SCTM #1000-100.-2-4 (ROGER ROBINSON) PDR application: Site visit follow-up Land Preservation Coordinator Melissa Spiro as well as LPC members Doris McGreevy, Anne Murray, Sam McCullough and Lillian Ball conducted site visits of the farm. LPC discussed landowner’s inquiry regarding excluding an area at the north end of the property. The north end of the property does not have road frontage and providing access to the north end is estimated to be an area of 2± acres (25’ x length of property). Any per acre offer would not include payment for the access way. If access is not provided, and an area is excluded without access, crossing the property subject to easement to access the excluded area for any use other than agricultural production would be prohibited. If access is not provided, the only way the excluded area could be used for something other than agricultural production would be if the landowner, or future landowner, obtained access from an adjacent non-preserved parcel. LPC discussed the swale located on the south side of the property and the Town Engineer recommendation that this area be required to remain vegetated and not cultivated. LPC agreed that the swale should be restricted in this manner and that structures should be prohibited in this area. In addition, the LPC noted that any design locating the swale area within an excluded area would not be favorable. Melissa and Sam will meet with landowner Roger Robinson to discuss preservation and design options.  PROJECT STATUS UPDATE Land Preservation Coordinator Melissa Spiro gave project status updates. Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items:  DISCUSSION OF VARIOUS PERSPECTIVES OF TOWN PRESERVATION PROGRAM Land Preservation Coordinator Melissa Spiro distributed background information relating to the inception and history of the Land Preservation Committee, General Municipal Law 247, Chapter 70 (a.k.a. Chapter 25), and Peconic Bay Region Community Preservation Fund (“CPF”) that provide the legislation pertaining to the Town’s farmland preservation program and acquisition of development rights easements. Melissa also provided a copy of the Town’s first PDR easement and an outline of a current easement document. Adjournment: MOTION made by Doris McGreevy, seconded by Anne Murray, to adjourn this meeting. Motion carried: 6/0 The meeting ended at 8:30 p.m. with six LPC members in attendance.
