A Special Meeting of the SOUTHOLD TOWN ZONING BOARD OF APPEALS was held at the Southold Town Hall Annex, Second Floor Conference Room, 54375 Main Road at Youngs Avenue, Southold on Thursday, April 19, 2018 commencing at 5:00 P.M. Present were: Leslie Kanes Weisman, Chairperson Gerald Goehringer, Member Eric Dantes, Member Nick Planamento, Member Patricia Acampora, Member Kim Fuentes, Zoning Board Assistant Call to Order at 5:02 P.M. by Chairperson Weisman. WORK SESSION: a) Requests from Board Members for future agenda items b) Discuss and review Final Scope and Resolution to Adopt the Final Scope for the Draft Environmental Impact Statement relating to the Special Exception petition of The Enclaves Hotel c) Hiring of Part Time Clerk Typist in ZBA office. d) Area Variance Template incorporation of conditions for"as-built" structures and improvements. e) Town Code Committee meeting to discuss potential Rental Occupancy Permit legislation. Page 2—Minutes Special Meeting held April 19, 2018 Southold Town Zoning Board of Appeals POSSIBLE RESOLUTION TO CLOSE THE FOLLOWING HEARINGS: TIMOTHY AND GEORGIA QUINN #7151 —Request for a Variance from Article XXIII, Section 2$0-116 and the Building Inspector's December 5, 2017, Amended January 8, 2018 Notice of Disapproval based on an application for a building permit to construct additions and alterations to an existing single family dwelling; at; 1) located less than the code required 100 feet from the top of the bluff; located at: 63165 County Route 48, (Adj. to the'Long Island Sound) Greenport,NY. SCTM#1000-40-1-14. BOARD RESOLUTION: Motion was offered by Chairperson Weisman, seconded by Member Planamento to Close the hearing. Vote eof the Board: Ayes: All. This Resolution was duly adopted (5-0). DAVID KILBRIDE#7152—Request for a Variance from Article XXIII, Section 280-15 and the Building Inspector's December 26, 2017 Notice of Disapproval based on an application for a building permit to demolish and reconstruct an existing accessory garage; at; 1) located less'than the code required minimum front yard setback of 40 feet; located at: 860 East Road, (Adj. to Cutchogue Harbor) Cutchogue,NY. SCTM#1000-110-7-23. BOARD RESOLUTION: Motion was offered by Chairperson Weisman, seconded by Member Plaiiamento to Close the hearing. Vote of the Board: Ayes: All. This Resolution was duly adopted (5-0). DELIBERATIONS/POSSIBLE DECISIONS/RESOLUTIONS: The Board continued with-agenda items, and commenced deliberations on the following application. FLOOD #7150 TIMOTHY AND GEORGIA QUINN#7151 Page 3—Minutes Special Meeting held April 19, 2018 Southold Town Zoning Board of Appeals DENY AS APPLIED,APPROVED AS AMENDED WITH CONDITIONS DOUGLAS AND DIANE ROBALINQ #7153 Vote of the Board: Ayes: All. This Resolution was duly adopted (5-0). RESOLUTIONS: A. RESOLUTION ADOPTED: Motion offered by Chairperson Weisman, seconded by Member Acampora to: Adopt the Final Scope for the Draft Environmental Impact Statement(DEIS) as Amended for a Special Exception Use Permit of Enclaves Hotel &Restaurant to be located at 56655 Main Road, Southold, identified as Suffolk County Tax Map District 1000 -63-3-15. Vote of the Board: Ayes: All. This Resolution was duly adopted (5-0). 'B. RESOLUTION ADOPTED: Motion was offered by Chairperson Weisman, seconded by Member Goehringer to approve minutes from April 5, 2018, Regular Meeting. Vote of the Board: Ayes: All. This Resolution was duly adopted (5-0). C. RESOLUTION ADOPTED: Motion was offered by Chairperson Weisman, seconded by Member Goehringer to set the next Regular Meeting with Public Hearings to be held May 3, 2018 at 8:30 AM. Vote of the Board: Ayes: All. This Resolution was duly adopted 5-0). There being no other business properly coming before the Board at this time, Chairperson Weisman declared the meeting adjourned.
