A meeting of the Southold Town Conservation Advisory Council was held Wed., April 11,
2018 in the Conference Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young discussed the possibility of employing the CAC to assist Mark
Terry with the LWRP reviews. Councilman Dinizio responded that Mark Terry should
present this request to the Town Board. Peter Young and Councilman Dinizio will discuss
further with Mark.
NEW BUSINESS
Two candidates were interviewed by the CAC and Councilman Dinizio. A recommendation
will be submitted to the town board for their consideration.

OLD BUSINESS
In an effort to coordinate with other local committees and organizations, Peter Meeker will
attend the next Peconic Estuary Program meeting to get a better understanding of what
they do.
REPORTS
James Abbott and John Stein attended the Board of Trustees meeting held on April Stn
The applications were relatively straight forward and approved accordingly with several
applications being Tabled for various administrative reasons. Southold Sunsets was
denied in accordance with Ch. 111, with recourse to appeal to the Town Board.
APPROVAL OF MINUTES
Moved by Peter Meeker, seconded by James Abbott to Approve the Minutes of March 14,
2018.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of KENNETH B. & JOANN ZAHLER for the
removal and replacement of existing 28 If. of bulkhead in same location as existing and
meeting newly installed neighboring bulkheads. Install 25 cy. of clean sand fill from upland
sources landward of bulkhead. Install 4'X 4' seasonal steps to beach. Remove existing
timber deck and install new deck as shown on plans having a maximum of 200 sf. surface
area seaward of the rear of house.

The CAC supports the application with the following comments:
The subject property is an ideal location for an upgraded/updated sanitary system now
with State and County grants available. This property and adjacent properties are all
within the FEMA flood plain and a critical hazard area of re-development. The 2012 storm
and other recent weather events have proven just how vulnerable this area is and these
sanitary systems are not up to best practices. The CAC has serious concerns about the
end-game and the homeowners should be educated about the negative impacts these
existing systems are having on the environment.

Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of STEPHANIE NECKLES for the removal of
the existing timber bulkhead and replacement with 86 If. of new vinyl bulkhead in same

location as existing. Install new 16' bulkhead return on west side, remove and replace
existing stairs to beach in same location and size, and provide 8' wide gravel non-turf
buffer to match existing.

Moved by Peter Meeker, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of PIPES COVE MANAGEMENT
ASSOCIATION to construct +/-23 If. of vinyl bulkhead within 18" of (and up to 2.1' higher
than) existing timber bulkhead to remain; remove and replace existing brick walk with
pervious crushed bluestone; install 3'X 20' gangway to existing floating dock (located
partially in Town jurisdiction) in place of existing gangway to be removed; construct +/-415
If. of vinyl bulkhead within 18" of up to 2' higher than existing timber bulkhead to remain;
fill voids between new and existing bulkhead with crushed stone, and backfill new
bulkheading with approx. 215 cy. of excavated upland and dredged spoil material
obtained from portion of property location within Village of Greenport; construct new 50'
vinyl bulkhead return (remove and replace existing fence landward of return as needed;
protect and repair as needed approx. 430 If. of existing concrete retaining wall landward of
bulkhead; and remove and replace pervious crushed bluestone in area to remain as non-
turf buffer between bulkheading and landward retaining walls.

RESOLVED to SUPPORT the application of ADAM & SANDRA SHEBITZ for the
installation of two tiers of coir logs for a length of 51 If. along toe of existing bank, provide
25 cy. of clean sand fill from upland sources for bank re-nourishment and install native
plantings on re-established bank. All work to be completed landward of the mean high
water line and any existing wetlands.

Moved by Peter Meeker, seconded by James Abbott, it was
RESOLVED to SUPPORT the application of JOHN F. BETSCH to add 500-1000 Ib. toe
stone and core stone base to fortify existing permitted armor. Bury stone in clean sand to
create vegetated dune and cover with American beach grass. Damage to existing dune
was a result of 2018 Nor'easter.

perpendicular to the shore line is not replaced.

RESOLVED to SUPPORT the application of KENNEY'S/McCABE'S BEACH CIVIC
ASSOC. to remove and control phragmites from the project area and subsequently
restore the eradicated sections with native plants. Physical and mechanical cutting will
occur opposed to chemical treatment.

RESOLVED to SUPPORT the application of ROBERT H. & DONNA K. DRUMMOND for
the removal and replacement of existing bulkhead with 65 If. of new vinyl bulkhead is
same location as existing, installation of 8 If. bulkhead return, removal and replacement of
4'X 4' steps to beach, installation of 6' wide non-turf buffer and installation of hot tub
adjacent to residence and its' associated connection to nearby existing drywell.

RESOLVED to SUPPORT the application of JANET VAN ADELSBERG for the removal
of the existing 68'X 4' wide fixed pier and replacement with proposed 48' X 4' wide fixed
pier with thru-flow decking and supported with 8" dia. CCA piles, proposed 3' X 16' long
aluminum ramp and proposed 6'X 20' long floating dock with untreated timber decking
supported with 4 10" dia. CCA piles and TX 10" cross braces to support float a minimum
of 30" above bottom at all times.

RESOLVED to SUPPORT the application of DANIEL & BARBARA CHRISTIANSON to
renovate existing 7.9'X 20.1' enclosed wood porch with 4' steps to grade; landing 11.2'X
8' to 6' ramp 6'X 34' to landing 4'X 8' X 4'X 4.2' to 26.8' X 6.2' ramp.

Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for
Wed., April 18, 2018 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on May 9, 2018 at
4:30PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:45PM.
