SCTM# 1000-53-4-2 Suffolk Environmental Consulting on behalf of BUDD'S POND MARINA, INC. requests a Wetland Permit for the reconstruction of existing ±51' long wave wall which will be comprised of vinyl sheathing secured between two (2) tiers of timber waters (6"x6"-both sides), and 8" diameter timber pilings; widen the existing boat launch runway by relocating/reconstructing the runway an additional ±2' further towards the west in order to widen the overall width of the boat launch runway from ±16.5' to ±18x5'; and to construct a ±97' low-sill bulkhead comprising of vinyl sheathing sandwiched by Tx6" timber top whalers, 6" diameter timber pilings (in a staggered formation on either side of the bulkhead), with a top elevation of 2' in order to allow tidal flow over the structure during high tides; area directly landward of new bulkhead to be filed with ±20 cubic yards (±250sq.ft.), obtained from an approved upland source, graded, groomed and planted with compatible native wetland vegetation (i.e. Spartina ssp. at 1' o/c). Located: 61500 Route 25, Southold. SCTM# 1000-56-6-2.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT with the LWRP provided: 1. Turbidity controls are installed during construction to further Policy 6. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits*including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C,the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered"yes" or"no",then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus,each answer must be explained in detail,listing both supporting and non- supporting facts.. (c/o Witzke) Property Situate: 61500 Route 25 (Main Road); Town of Southold, New York SCTM #: 1000-056-06- 002.002 Applicant proposes to improve upon three (3) areas within the existing commercial marina as follows: (1) Reconstruction of the existing Wave Wall located within the southern section of the property. The Reconstructed Wave Wall is to maintain the same length as the existing Wave Wall (51.0' ±) and be comprised of Vinyl Sheathing (10' Deep) secured between two (2) tiers of Timber Walers (6" x 6" -both sides), further secured by Timber Pilings (8.0" diameter); (2) Widening of Boat Launch Runway located within the northwesterly section of the property. The westerly Boat Launch Runway is to be relocated/reconstructed 2.0' ±further towards the west in order to widen the overall width of the Boat Launch Runway to 18.5' ± (from 16.5' ±); and (3) Applicant proposes to construct a Low-Sill Bulkhead off a portion of the shoreline within the southwestern section of the property. The proposed Low-Sill Bulkhead will measure 97.0' ±in overall length and be comprised of Vinyl Sheathing (C-Loc or similar), sandwiched by Timber Top Walers (6.0" x 6.0"), and all secured by Timber Pilings (6.0" @)—staggered formation on either side of the bulkhead). The proposed Top Elevation of the Low-Sill Bulkhead will be 2.0' in order to allow tidal flow over the structure during high tides. The area directly landward of the proposed Low-Sill Bulkhead is to be filled with clean fill/sand (250 square feet ± / 20 cubic yards ±), obtained from an approved upland source, graded, groomed and planted with compatible native wetland vegetation (i.e., Spartina spp. @ 1.0' o/c). The proposal includes for the replacement of a structure(i.e.,Wave Wall), improvement of a structure(i.e., Boat Launch) and protection of the shoreline and navigable waterway (i.e.,Low-Sill Bulkhead), all of which are minimal in their impact to the surrounding environment. The proposed reconstruction of the Wave Wall is to maintain the level of protection that the original Wave Wall afforded to the marina itself.
