Located: 1175 Bridge Lane, Cutchogue. SCTM# 1000-118-2-16.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the LWRP policies and therefore INCONSISTENT with the LWRP. 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: B. Use vegetative non-structural measures to manage flooding and erosion hazards. The rate of erosion does not look severe enough to warrant eliminating the natural shoreline, properly designed and installed vegetation in conjunction with coir logs or similar treatment have proved effective in controlling erosion in lower energy areas. C. Enhance existing natural protective features and processes, and use non-structural measures which have a reasonable probability of managing erosion Maintaining the qualities of the natural shoreline is recommended. D. Use hard structural erosion protection measures for control of erosion only where: 2. Vegetative approaches to controlling erosion are not effective. A Wetlands Permit was not found and the applicant states that Biologs and vegetation were used in the past to control erosion. When were the Biologs and vegetation installed? 4. Construction of a hard structure is the only practical design consideration and is essential to protecting the principal use. Hard structures are not the only practical design. Coir logs with vegetation are recommended for consideration. 6. Practical vegetative methods have been included in the project design and implementation. Vegetative methods are not proposed in the current design. 4.2 Protect and restore natural protective features. Natural protective geologic features provide valuable protection and should be protected, restored and enhanced. Destruction or degradation of these features should be discouraged or prohibited. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other, information used by a Town of Southold agency in making a determination of consistency. `Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated, as to its sigin- 'ficant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3: If any question in Section C on this form is answered "yes' or"no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non- sunportink facts. If an action cannot be certified as consistent with the LWRP policy standards and conditions,it shall not be undertaken. A copy of the LWRP is available in the following places: online at the Town of Southold's website (southoldtown.northfork.net),the Board of Trustees Office,the Planning Department, all local libraries and the Town Clerk's office. Poster a pattern of development in the Town of Southold that enhances community character, pireserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location,and minimizes adverse effects of development. The wall is necessary to prevent further erosion of this bank Biologs and revegetation were previously used but failed.
