Located: 4045 Narrow River Road, Orient. SCTM# 1000-27-2-2.4 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the LWRP Policy 6 and therefore INCONSISTENT with the LWRP. The following is not provided: 1. The limits of wetlands on the survey. "Marsh lands" is referenced with no limits on the western section of the parcel. 2. The setbacks are incomplete and not defined to the "Marsh lands" (wetlands) and therefore it is unclear what the applicant is applying for. 3. Why was the test hole conducted so far from the building envelope? The building is located outside of the AE FEMA Flood Zone, however, lower areas surround the developable area and the property is at risk from flooding (Figure 1.) Damage to property from flooding is a concern. Further, fluctuations of groundwater is also a concern. The first floor elevation of 14' feet mitigates the potential of flooding of a future structure.
