Samuels & Steelman Architects on behalf of JAMES & KATHLEEN BLACKLEY request an
Administrative Permit for proposed additions to the existing two-story dwelling consisting of
constructing a new 116sq.ft. front porch; a 1,059sq.ft. addition to existing second floor; an 84sq.ft.
addition to the existing first floor; and to add a 76sq.ft. addition to the existing 469sq.ft. deck
attached to the seaward side of the dwelling. Located: 415 Harbor Lights Drive, Southold. SCTM#
1000-71-2-4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the
LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS Planning Board
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list,policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be exylained in detail, listing both supporting and non-
supportinE facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions,it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's
website(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all
local libraries and the Town Clerk's office.

PROJECT DESCRIPTION
RENOVATIONS &ADDITIONS TO BLACKLEY RESIDENCE
415 Harbor Lights Drive, Southold, NY
SCTM## 1000-71-02-04
Renovations and additions to existing two story frame residence.
Propose to add 84 square foot Entry Foyer to existing 2,642 square foot first floor/footprint,
which includes existing two car attached garage, totaling 2,726 square foot first floor/
footprint.
Propose to add 1,138 square foot Master Suite addition to existing 360 square foot second
floor, totaling 1,498 square feet.
Proposed total size of residence on two floors equals 4,224 square feet.
There is no basement in existing residence, nor any proposed.
Renovations will include re-framing portions of existing roof to enclose new second floor, and
replacement of all existing windows/doors and siding. There will NOT be an increase in the
number of bedrooms, as one existing bedroom will be renovated into a Mud Room, Pantry
and closet area. No work is proposed to existing terraces nor to hardscape. Changes to
landscape will conform with provisions of prior Trustees permit granted at time of swimming
pool construction.
