Located: 675 Meadow Lane, Mattituck. SCTM# 1000-115-5-7 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the actions to remove of non-native plants and fencing in the 30' Non-Disturbance Buffer area; re-vegetate with native plantings, install a 4'x44' bluestone path to pond, and install a split-rail fence and construct new 14'x22' elevated second-floor deck and stair to grade is INCONSISTENT with the below listed Policy Standards and therefore is INCONSISTENT with LWRP. 6.3 Protect and restore tidal and freshwater wetlands. A. Comply with statutory and regulatory.requirements of the Southold Town Board of Trustees laws and regulations for all Andros Patent and other lands under their jurisdiction 1. Comply with Trustee regulations and recommendations as set forth in Trustee permit conditions. It is my assessment that the parcel is subject to a filed Covenant and Restrictions Liber 1X501 page 561 that prohibits the actions proposed. The proposal to and install a split-rail fence, create a softer grade along north side of dwelling by adding 3'x22' tumbled bluestone steps; install a 315sq.ft. bluestone patio at seaward side of dwelling; install a 3'x22' bluestone walkway along seaward southerly side of dwelling is recommended as CONSISTENT if they are located outside of the 30' wide non- disturbance buffer. Left side of house:Add five yards organic top soil and set in four tumbled bluestone steps.This will create a softer grade. Behind house:The steps will lead to an informal rustic path and bluestone patio,as well as ad- ditional pathways.The patio will be set in sand with openings between stones for plants.The joints are not mortared and no RCA or cement will be used.It will not be in the 30 foot nondis- turbance area.All other existing material(bricks and gravel)will be removed.Some of the bricks may be repurposed in the walkways but will not be set in cement.The patio and walkway square footages are indicated on the landscape plan.The walkways will vary in width(between 3 and 4 feet)because the stones are irregular in shape. General design notes:The existing white fence will be removed.Also the lamp post and electri- cal will be removed.There will be a split rail fence installed at the edge of the 30 foot non-distur- bance area which will be slightly wider than the footprint of the house.A 3 foot iron gate will be installed at the break in the fence at the walkway to the pond.The gate will be attached to rustic wood posts set in cement footings(outside the 30 foot non-disturbance area).
