Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing, permitted concrete seawall and return(see Town Wetlands Permit No 8527)and secondary timber retaining wall with a new vinyl bulkhead and timber retaining wall in the same locations to maintain the property's historical method of shoreline stabilization and protection against erosion and flooding. As a result of the protect, the storm eroded embakment that has been denuded of vegetation will be renourished and replanted with native vegetation;a substantial volume of concrete will be removed from surface waters and replaced with untreated vinyl sheathing;approximately 566 sf of storm-damaged treated decking located between the bulkhead and retaining wall will be removed;and a new on-grade walkway located between the bulkhead and retaining wall will be constructed with open-grate decking. Therefore, the project will effectively maintain the historically preexisting conditions along this bulkheaded shoreline without any significant adverse impact on the adjacent unvegetated wetlands area or tidal waters and with the environmental benefits associated with the vegetative embankment restoration and change in materials in or adjacent to Great Peconic Bay. 617.20 Appendix B Short Environmental Assessment Form [l st-dions,for'C.olnpletina Part I-Project Information. The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding, are subject to public review, and may be subject to further verification. See LWRP Section III - Policies Pages 6 through 7 for evaluation criteria ❑ Yes ❑ No ® Not Applicable Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ® Yes ❑ No ❑ Not Applicable The project seeks to replace an existing, permitted concrete seawall and return(see Town Wetlands Permit No. 8527)and secondary timber retaining wall with a new vinyl bulkhead and timber retaining wall in the same locations to maintain the property's historical method of shoreline stabilization and protection against erosion and flooding. The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since prior to 1977,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead the subject and adjacent properties would be exposed to severe erosion, flooding, and damage to the residential structures located thereon. Therefore the project is consistent with Policy 4. Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ®Yes ❑ No ❑ Not Applicable The project is consistent with the goals of Policy 5 to the extent that a substantial volume of concrete will be removed from surface waters and replaced with untreated vinyl sheathing;approximately 566 sf of storm-damaged treated decking located between the bulkhead and retaining wall will be removed;and a new on-grade walkway located between the bulkhead and retaining wall will be constructed with open-grate decking. Therefore, consistent with Policy 6,the project has been designed to restore and protect the quality and function of the vegetated embankment and avoid any potential adverse impacts on the adjacent unvegetated wetlands area and tidal waters of Great Pecomc Bay.
