Main Rd. &Youngs Ave.) S � ® OQ Telephone: 631 765-1938 Southold, NY 11971 O Fax: 631765-3136 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town.of Southold Board of Trustees From: Mark Terry, Principal Planner LWRP Coordinator Date: April 17, 2017 Re: Local Waterfront Coastal Consistency Review for DOTMEDIA, LLC SCTM# 1000-54-4-7 Michael Kimack on behalf of DOTMEDIA, LLC requests a Wetland Permit and a Coastal Erosion Permit for the existing 1,462.23sq.ft. dwelling with attached 172.26sq.ft. landward concrete stoop; construct a 220sq.ft. sunroom off south westerly side of dwelling; and construct a 342.8sq.ft. deck with two (2) staircases off the seaward side of dwelling. Located: 525 North Sea Drive, Southold. SCTM# 1000-54-4-7 The proposed actions have been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is INCONSISTENT with the below Policy Standards and therefore is INCONSISTENT with the LWRP. The proposed deck and stairs are proposed on a dune system. The plans are deficient—the structures are not shown on a survey. Setbacks to new structures are not provided. Policy Standards 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: A. Minimize potential loss and damage by locating development and structures away from flooding and erosion hazards. 1. Avoid development other than water-dependent uses in coastal hazard areas. Locate new development which is not water-dependent as far away from coastal hazard areas as practical a. No development is permitted in natural protective feature areas, except as specifically allowed under the relevant portions of 6 NYCRR 505.8. The proposed action is located within a VE flood zone (velocity hazard) on primary dune. Structures located within these areas are subject to loss due to storm surge from storm events. 4.2 Protect and restore natural protective features. Natural protective geologic features provide valuable protection and should be protected, restored and enhanced. Destruction or degradation of these features should be discouraged or prohibited. A. No development is permitted in natural protective feature areas, except as specifically allowed under the relevant portions of 6 NYCRR 505.8. The addition of a non-major addition requires a Coastal Erosion Management Permit. The type of addition has not been specified. MAJOR ADDITION An addition to a principal building resulting in a twenty-five-percent or greater increase in the building footprint of the principal building, other than an erosion protection structure or a pier, dock or wharf. The increase will be calculated as the proposed livable floor area, including any additions to the principal building constructed as of the enactment date of this chapter, divided by the livable floor area of the existing principal building. [Amended 1-29-2013 by L.L. No. 1-2013] Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
