Suffolk Environmental Consulting, Inc. on behalf of PARADISE POINT ASSOCIATION, c/o
DOUGLAS CIAMPA requests a Wetland Permit to construct a 42' long bulkhead extension
comprised of vinyl sheathing, two (2) sets of 6"xT timber walers, two (2) sets of 6"xT timber
clamps, 8" diameter timber pilings, 8" diameter deadmen and tie-rods; backfill eroded area
landward of proposed bulkhead extension with ±40 cubic yards of clean sand obtained from an
upland source to be graded and groomed. Located: 225 Briar Lane; Inlet leading into the Boat
Basin, Southold. SCTM# 1000-81-1-16.10 & 16.11
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT
with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
1. All applicants for pernuts* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C,the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area(which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes"or"no",then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus,each answer must be explained in detail,listing both supporting and non-
supporting facts.. If an action cannot be certified as consistent with the LWRP policy standards
conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southo s website
(southoldtown.northfork.net), the Board of Trustees Office,the Planning Departme , all local
libraries and the Town Clerk's office.
B. DESCRIPTION OF SITE AND PRO= ACTION

Nature and extent of action:
Applicant proposes to construct a Bulkhead Extension to prevent further erosion to the
immediate shoreline,which threatens the existing Road utilized by the Paradise Point Association
to access the shoreline. The proposed Bulkhead Extension is to measure 42.0' in overall length,
and be comprised of Vinyl Sheathing (C-Loc or similar), two (2) sets of Timber Walers (6"x 6"),
two(2)sets of Timber Clamps (6" x 6"),Timber Pilings(8.0" diameter), Deadmen(8.0" diameter)
& Tie-Rods. The eroded area landward of the proposed Bulkhead Extension is to be backfilled
(40 cubic yards±) with clean sand obtained from an upland source, graded and groomed.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location,and
minimizes adverse effects of development. See LWRP Section III—Policies; Page 2 for evaluation
criteria.

Subject proposal is consistent with the policy in that the of the proposed bulkhead extension will maintain the
character of the surrounding neighborhood, which currently consists of many similarly-improved residential lots with
similar accessory structures (i.e. bulkheading). Accordingly, we believe that this project is consistent with this policy.

Subject proposal will not adversely impact the visual quality of the surrounding area in that the surrounding area is
currently comprised of properties improved with similar appurtenances (i.e. bulkheads) of equal, if not greater, size
and scope. Scenic resources, assumedly views of Southold Bay, are not at risk due to the proposed bulkhead
extension being typical of the character of this section of waterfront. Accordingly, this proposal will comply with
Policy 3.
