Located: 450 Harbor Road, Orient. SCTM# 1000-27- 4-7 The proposed action has been reviewed to Chapter 268,.Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with the below listed Policy Standards and therefore is INCONSISTENT with the LWRP provided that: 1. To meet Policies 4 and 6 the following should be addressed: This area is prone to flooding and the flood zone is not shown on the plans. The flood zones should be shown. The retaining wall could cause additional flooding in King Street by deflecting flood waters. It is recommended that this action be evaluated by the Town Engineers to determine potential impacts to Town roads. The project Engineer certifies the need for 1000 cubic yards in the application, but does not assess potential impacts, if any. The potential impacts of 1000 cubic yard of fill to raise the property should be assessed. What is the depth to groundwater? Would the drywells function? The existing cesspool is located close to surface waters and partially in the Coastal Erosion Hazard Area The location does not meet Town Code. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. 5 ' DE ., Town of Southold FEB 0 6 2017 LWRP CONSISTENCY ASSESSMENT FORM Southold Town Planning Board A. INSTRUCTIONS 1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered "yes" or"no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus,each answer must be explained in detail,listing both supporting and non- supporting facts.. Scenic resources, assumedly views of Orient Harbor, are not at risk due to the proposed garage and retaining wall due to the existence of the principle dwelling to remain.
