Samuels & Steelman Architects on behalf of JEFF & JAIME ABRAMS requests a Wetland Permit to demolish existing two-story dwelling and abandon existing sanitary system; construct new two- story 63'x40' dwelling with attached garage, 7'6"x23' covered porch, a 17'x23' covered entry porch,` a 63'x15'8" seaward side porch, and a 4'x8' seaward side barbeque terrace for a 3,352sq.ft. total site coverage for dwelling with porches; install new sanitary system landward of dwelling; proposed 20'x40' gunite swimming pool with at grade 1,372sq.ft. stone terrace landward of dwelling; new 4'x8' outdoor shower; re-grade areas around new dwelling, and the contour of the property on the seaward side of dwelling to slope away from top of bank using existing soil in order to prevent runoff and erosion; install gutters to leaders to drywells to dwelling; upgrade existing driveway; replace handrails and treads on existing bluff stairs; and replace existing 20'x14' deck at top of bluff with smaller 12'x8' deck. SCTM# 1000-118-4-1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT with the LWRP provided that: 1. The Board establishes a non-turf, vegetated buffer landward of the top of bluff. 2. Proposed drywells are located the greatest distance from the top of bluff as possible. 3. Note that his property suffered erosion damage and structural loss due to Tropical Storm Sandy. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Existing stairs down the bank to remain, with new treads and handrail. Existing 20'x14' deck at top of bank stairs to be reduced to 12'x8'. New house shall consist of basement level with Garage, recreation, and unfinished spaces, totaling 63'x40', or 2,408 sf. Also at grade side of basement level, new covered porch of 7'- 6"x23', or 170 sf. First floor shall total 63'x40', or 2,198 sf, with stairs from grade and covered entry porch of 17'x23', or 312 sf; rear porch facing water of 63'x(max) 15'-8", totaling 617 sf, and small barbeque terrace, 4'x8', or 32 sf. Total site coverage of residence with porches equals 3,352 sf. Second floor equals 59'x34', totaling 1,906. Total gross interior square footage of new house, including basement equals 6,512 sf. Additionally, project includes new sanitary system, per requirements of SCDHS; new 20'x40' gunite swimming pool with at grade stone terrace of 1,372 sf, and an outdoor shower, 4'x8', or 32 sf. Site will be re-contoured as required around the new construction, but no additional fill is anticipated. Grade on water side of residence shall be contoured to slope away from top of bank, to prevent runoff and erosion. All runoff from roofs shall be contained by gutters to underground,drywells.
