HomeMy WebLinkAboutLP-04/03/2018 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 3, 2018 at 7:00 p.m. Town Hall Annex – Land Preservation Department Members Present: Sam McCullough, Chairman Anne Murray Doris McGreevy John Simicich Lillian Ball (listening in by phone but not voting) Members Absent: Will Lee Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Bob Ghosio, Town Board Liaison Benja Schwartz, Town resident Commencement:  The meeting began at 7:10 p.m. with four LPC members present. Next Regular Meeting:  The next regular meeting is scheduled for Tuesday, April 17, 2018. Committee Minutes and Adoption:  Acceptance of LPC meeting minutes from March 20, 2018 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 3/20/2018 Land Preservation Committee meeting minutes. Motion carried: 4/0 Land Preservation Applications and Inquiries:  SCTM #1000-83.-2-16 (RICHARD McBRIDE and JAMES McBRIDE) PDR Application: Appraisal review \[Executive Session\] MOTION made by Sam McCullough, seconded by Anne Murray, to enter into Executive Session. Motion carried: 4/0 The LPC members entered into EXECUTIVE SESSION. Revised appraisal reviewed and purchase offer discussed. MOTION made by Sam McCullough, seconded by Doris McGreevy, to direct Land Preservation Coordinator Melissa Spiro to extend an offer to landowners, Richard and James McBride, for the Town’s purchase of a development rights easement on approximately 24.5± acres of the 31± acre farm (SCTM #1000-83.-2-16) at a price per acre supported by the appraisal. The offer includes a restriction on the 6.5± acre area excluded from the purchase offer that will ensure that a minimum of 80,000 sq. ft. (1.84 acres) shall remain linked to the area subject to the development rights easement. This offer is subject to the approval of the Town Board. Motion carried: 4/0  SCTM #1000-100.-3-12 (KRUPSKI FAMILY LLC) Purchase offer update \[Executive Session\] Land Preservation Coordinator Melissa Spiro presented information regarding the Krupski Family LLC application and purchase offer. MOTION made by Sam McCullough, seconded by John Simicich, to end Executive Session. Motion carried: 4/0 END OF EXECUTIVE SESSION  SCTM #1000-120.-3-2, 11.8 & 11.10 (PATRICIA DiVELLO) PDR application: Review new (revised) application. LPC reviewed revised PDR application on the DiVello properties, SCTM #1000-120.-3-2, 11.8 & 11.10. Prior application did not conform to conservation subdivision minimum preservation requirements. New application increases preservation area; however, still does not conform. LPC asked if possible for overall concept to meet conservation subdivision requirements. Melissa noted that she spoke to landowner’s son and he said that this concept included the developable areas remaining linked to the potential PDR areas. Melissa to confirm this with applicant before proceeding. MOTION made by Sam McCullough, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro to commission an appraisal of the DiVello properties (SCTM #1000-3-2, 11.8 & 11.10) based upon landowner’s new (revised) application and the concept plan as submitted and reviewed by LPC, subject to the approval of the Town Board. Motion carried: 4/0  PROJECT STATUS UPDATE Brushes Creek Properties – closing has been scheduled for April 20, 2018 at County offices in Hauppauge. Quantuck Properties – In November 2017, landowner was informed that Town was not prepared to move forward with the purchase of development rights as proposed. Melissa informed LPC that Planning Board received letter dated 3/30/2018 formally withdrawing conservation subdivision application at this time. Inquiries for Uses or Structures on Preserved Property None Stewardship and Management: None General Land Preservation Items: None Benja Schwartz requested permission to address the committee concerning areas of committee membership, executive sessions, purpose of the committee, and the website content. LPC suggested that Mr. Schwartz contact Land Preservation Chairman Sam McCullough or Land Preservation Coordinator for an appointment to be placed on an upcoming LPC Agenda concerning items he wished to address to the committee. Town Board Liaison Bob Ghosio suggested that some of Mr. Schwartz’s concerns may be matters to be taken before the Town Board as they did not lie within the purpose and/or advisory capacity of the Land Preservation Committee. Adjournment: MOTION made by Sam McCullough, seconded by John Simicich, to adjourn this meeting. Motion carried: 4/0 The meeting ended at 8:19 p.m. with four LPC members in attendance.
