Board of Trustees App :atiori WETLAND/TRUSTEE LANDS APPLICATION DATA Purpose of the proposed operations: To replace and maintain an existing bulkhead for flood and erosion control. Area of wetlands on lot: 0 square feet Percent coverage of lot: 0 1io Closest distance between nearest existing structure and upland edge of wetlands: N/A feet Closest distance between nearest proposed structure and upland edge of wetlands: N/A feet Does the project involve excavation or filling? No X Yes If yes, how much material will be excavated? N/A cubic yards How much material will be filled? +/-35 cubic yards Depth of which material will be removed or deposited: N/A feet Proposed slope throughout the area of operations: N/A Manner in which material will be removed or deposited: Approximately 35 cubic yards of clean sandy fill will be dumped and graded as backfill landward of the new bulkhead and return. Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project seeks to replace an existing,Trustees-permitted timber bulkhead(Permit No.4240)with a vinyl bulkhead a)in the same location to maintain the property's historical method of protection against erosion and flooding;and b)up to 12 inches higher to match the elevation of the adjacent bulkhead to the west. Although in good repair, the existing Trustees-permitted on-grade wood deck(Wetlands Permit No.4687)will need to be removed and replaced (in-kind/in-place)to allow for the bulkhead construction. The existing, developed site has been improved with and supported and protected from flooding and erosion by a bulkhead since at least 1970,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead, the subject and adjacent properties would be exposed to severe erosion, flooding, and damage to the residential structures located thereon. The project will thus effectively maintain the existing conditions along this bulkheaded shoreline without any change in or significant adverse impact to the adjacent unvegetated tidal wetlands or waters, but it will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing and establishing a 15'wide nonturf buffer adjacent to the bulkhead. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ® Yes ❑ No ❑ Not Applicable The project seeks to replace an existing,Trustees-permitted timber bulkhead(Permit No 4240)with a vinyl bulkhead a)in the same location to maintain the property's historical method of protection against erosion and flooding;and b)up to 12 inches higher to match the elevation of the adjacent bulkhead to the west. The project will thus effectively maintain the existing conditions along this bulkheaded shoreline and will be consistent with Policy 4. Attach additional sheets if necessary Policy 5. Protect and improve water quality and supply in the Town of Southold. See LWRP Section III - Policies Pages 16 through 21 for evaluation criteria ® Yes ❑ No ❑ Not Applicable The project is consistent with Policy 5 to the extent that the existing treated timber bulkhead will be replaced with a bulkhead constructed with vinyl sheathing and a 15'wide nonturf buffer will be established adjacent to the new bulkhead, which can serve as both a sink and filter for surface water runoff and potential contaminants contained therein. But consistent with the Policy 6 goal of protecting and restoring the quality and function of Town of Southold ecosystems, the project will provide the ecological benefits associated with replacing a treated timber bulkhead with untreated vinyl sheathing and establishing a 15'wide nonturf buffer adjacent to the replacement bulkhead.
