A meeting of the Southold Town Conservation Advisory Council was held Wed., March
14, 2018 in the Annex Exec. Board Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 3:30PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
SPECIAL PRESENTATIONS
Chris Kelly, Beekeeper—to be rescheduled
Mark Terry, LWRP Coordinator Power Point Presentation on the LWRP process,
challenges and recommendations. Mark recommended the CAC inspection reports be
integrated into the review process framework and consideration in making the chairperson
or other member of the CAC a second LWRP coordinator. Chairman Peter Young invited
Mark Terry to attend a follow-up meeting in April and the CAC will draft a proposal in the
meantime. Peter will also schedule a joint meeting with the Board of Trustees.

CHAIRMAN'S ANNOUNCEMENTS
A total of four (4) resumes were submitted to the Town Clerk to fill two (2) vacancies on
the committee. The Town Board and representatives from the CAC will be conducting
interviews within the next month.
NEW BUSINESS
Peter Meeker suggested the CAC should periodically meet with the Water Conservation
Committee as well as other committees. Peter also suggested a representative from the
PEP attend a future meeting.
REPORTS
John Stein attended the Board of Trustees meeting on Wed., February 14th
APPROVAL OF MINUTES
Moved by John Stein, seconded by James Abbott to Approve the Minutes of February 7,
2018.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to NOT SUPPORT the application of OLIVER FRANKEL to construct a 3'X
142' elevated timber bluff stairway with railings, inclusive of a 6'X 8' top entry landing, four
(4) 4'X 4' landings, and two (2) 4'X 6' landing with benches; and restore/revegetate areas
adjacent to stairway disturbed during construction with native vegetation.
Located: 975 Hillcrest Drive North, Orient. SCTM#13-2-8.21

The CAC does Not Support the application because the bluff is heavily vegetated and the
proposed action will create an erosion problem. A natural valley to the beach already
exists and can be accessed by foot without hazard. The CAC recommends locust posts
rails with stepping stones on a natural path.

RESOLVED to SUPPORT the application of ORIENT ACRES, LLC/EVA MALLIS for
additions and alterations to the existing dwelling including a screened porch, rear deck
and front porch and install drywells to code in front yard.

RESOLVED to NOT SUPPORT the application of JONATHAN BABKOW to demolish the
existing dwelling, decks, swimming pool, terrace, retaining walls, concrete driveway and
walk; construct a new single-family dwelling, new sanitary system, well and drywells,
swimming pool and pool house; removal of 14 trees; and install new gravel driveway and
parking area.

patio does not conform to the required setbacks.

RESOLVED to NOT SUPPORT the application of 860 BAYVIEW DRIVE, LLC for the
existing dwelling with attached garage; construct a swimming pool with surrounding patio
and outdoor kitchen; construct office addition to existing dwelling; construct pavilion
attached to office; install approx. 55' French drain connected to (3) 8'X 3' drywells;
construct approx. 88' of retaining wall surround to be 5' at its highest level and varies in
lower height toward water.

RESOLVED to SUPPORT the application of LUCINDA BARNES to revegetate open
areas on slope and planting native vegetation, low and high bush blueberries, beach
grass, bayberry and beach plum in place of invasive, non-native weeds within 100' of
bluff, maintenance of existing path to beach, and vegetate landward area.

RESOLVED to SUPPORT the application of DONNA BLANCHARD to remove existing 15
sf. platform, 3'X 10' ramp and 6'X 12' floating dock; and install new 3'X 14' ramp (off
existing bulkhead) and 5'X 14' floating dock secured by two (2) 8" dia. pilings, and dock to
be equipped with water and electricity.

M. LEWIS to construct beach stairs with four (4) landings and restore disturbed areas with
beach grass, as needed.

RESOLVED to SUPPORT the application of JOANNA DIXON REISMAN to construct
onto existing one-story, single-family dwelling a 20'X 24' partially roofed-over deck
addition and install an 8'X 8' hot tub with stepping stones at the base of existing deck
stairs; and install a 6'X 3' drywell for hot tub and deck roof runoff.

removal of the existing fixed dock and steps to beach and replacement with proposed 68'
X 4' wide fixed dock supported with 10" dia. CCA piles, seasonally install proposed 30'X
16' long aluminum ramp and seasonally install proposed 6'X 20' long floating dock with
untreated timber decking supported with 2-10" dia. CCA piles. Proposed ramp and float to
be seasonally removed in addition to removed prior to storm events and stored at an
approved upland location.

renovate the existing dwelling including an addition of an 8' wide front porch and new

a 15'X 24' blue stone patio on sand, stepping stone path, 4'X 6' step, 4'X 158' fixed dock
utilizing thru-flow decking, 3'X 12' ramp and 6'X 20' float secured by (2) piles.

ASSOCIATION to replenish the beach with sand along an area approx. 300'X 45'
beginning at the parking lot and ending 20' from the average high water mark, 6" deep
and a total of 250 cy.

removal of the existing fixed dock, ramp and float and replacement with proposed 45'X 4'
fixed dock with thru-flow decking and supported with 8" dia. CCA piles, proposed 3'X 16'
long aluminum ramp and proposed 6'X 20' long floating dock with untreated timber
decking supported with 2-10" dia. CCA piles.

from the creek, the floating dock is relocated upland, and a 10' non-turf buffer planted with

batter piles and add one 8-10" piling for boat tie down.

RESOLVED to NOT SUPPORT the application of RYAN STORK to remove and replace
(in-place) approx. 168 If. of storm-damaged seawall and 68' westerly concrete return with
vinyl bulkhead and return; construct new +/-7' easterly vinyl return; remove and replace
3'X 6' metal stair to beach; remove and replace (inkind/inplace) approx. 51 If. of storm-
damaged timber retaining wall (+/-77' timber retaining wall to remain); backfill new
bulkhead and renourish storm-eroded embankment with approx. 240 cy. of clean sand fill
to be trucked in from an approved upland source; revegetate renourished and disturbed
areas of embankment with native vegetation; remove existing storm-damaged concrete
stairs and construct timber stairway consisting of 3'X 6' steps, 3.5'X 4.5' landing, 4.5'X 11'
steps, 4.5'X 6.5' landing, and 3'X 11' steps; remove 566 sf. of storm-damaged deck
behind bulkhead; construct 3'X 39' on-grade wood walkway (with open-grate decking)
from proposed steps to existing gazebo; and repair storm damage to existing gazebo.

The CAC does Not Support as this project will only repeat its failure. The CAC
recommends replacement of the erosion control structures and the revegetation of the
disturbed areas, however, all unnecessary accessory structures ie, gazebo, decks, stairs,
should not be reconstructed.

RESOLVED to SUPPORT the application of JOHN & JESSICA LUPOVICI to reconstruct
92 If. of existing bulkhead 18" higher than existing, with C-Loc vinyl sheathing, in place
and new 18' return with thru-flow safety cap; incidental dredging to recapture sand lost
during reconstruction of bulkhead; construct 140 If. of rock revetment along eroded scarp;
remove damaged timber deck (west side) relocate existing floats and ramps; cut existing
bulkhead to low sill and plant area with inter-tidal marsh.

enlarged windows/French doors and painting; 22.3'X 32'6' existing northerly 1 '/z story
cottage with 8'X 22.3' storage and concrete patio/walkways and 8.4'X 32' one-story frame
cottage, proposed repairs and maintenance, and new roof, as needed, to existing cottage;
and 7.2'X 7.2' frame shed.

The CAC did not make an inspection, therefore no recommendation was made.
James Abbott will attend the next regular meeting of the Board of Trustees scheduled for
Wed., March 21, 2018 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on April 11, 2018 at
4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 6:30PM.
