SETTING OF THE NEXT PLANNING BOARD MEETING
Chairman Wilcenski: Good afternoon and welcome to the March 12, 2018 Planning
Board meeting. The first order of business is for the Board to set Monday, April 9, 2018
at 6:00 p.m. at the Southold Town Hall, Main Road, Southold, as the time and place for
the next regular Planning Board Meeting.

SUBDIVISIONS
Conditional Sketch Plat Determinations:
Chairman Wilcenski: Gonzalez Subdivision — This proposal is for a Standard
Subdivision of a 4.29 acre parcel into two lots where Lot 1 is 2.07 acres and Lot 2 is
2.22 acres, with a 25' flag over Lot 1 to provide access to Lot 2, located in the R-80
Zoning District. The property is located at 2050 Platt Rd., Orient. SCTM#1000-27-1-9

WHEREAS, this proposal is for a Standard Subdivision of a 4.29 acre parcel into two
lots where Lot 1 is 2.07 acres and Lot 2 is 2.22 acres located in the R-80 Zoning
District; and
WHEREAS, on December 1, 2017, the agent submitted a Sketch Plan application; and
WHEREAS, on December 18, 2017, the Planning Board found the Sketch Plan
application complete; and
WHEREAS, on January 17, 2018, the application was referred to the Office of the Town
Engineer; and
WHEREAS, on January 18, 2018, the Office of the Town Engineer responded without
comment; and
WHEREAS, on February 5, 2018, the Planning Board reviewed the design of the
application and opted to wait to recommend any changes to the design of the lots until
after the public hearing on the Preliminary Plat; and
WHEREAS, on February 5, 2018, the applicant stated they would install
innovative/alternative onsite wastewater treatment systems for the future houses to be
constructed on the property; and
WHEREAS, the Planning Board found that the Sketch Plan application has generally
met the requirements of §240-10 Technical requirements; therefore be it
RESOLVED, that the Southold Town Planning Board hereby grants Conditional Sketch
Plan Approval upon the map entitled, "Yield Plan Survey of Property at Orient,"
prepared by John T. Metzger, Land Surveyor, dated January 10, 2011, and last revised
September 4, 2015, with the following conditions:
1. Submit a Preliminary Plat application that reflects the following revisions to
the map:
a. Add a notation that Innovative/alternative on-site wastewater treatment
systems (I/A OWTS) are required next to a typical plot plan;

b. Change the title to read as follows:

Chairman Wilcenski: Big Bing & Little Bin — This proposal is for a 75/75 split
clustered Conservation Subdivision of 84.72 acres, currently existing as two adjacent
parcels, SCTM# 1000-95-1-8.3 (54.24 acres) and SCTM# 1000-95-1-7.2 (30.49 acres),
into 6 residential lots ranging in size from 2.1 to 3.9 acres, a right of way of 2.2 acres,
and 2 agricultural lots totaling 60+/- acres from which development rights are proposed
to be sold to Suffolk County, in the AC and R-80 Zoning Districts. The property is
located at 6795 & 7755 Oregon Road, approximately 1,481 ft. west of Duck Pond Road,
in Cutchogue. SCTM#1000-95-1-7.2 & 8.3

WHEREAS, this proposal is for a 75/75 split clustered Conservation Subdivision of
84.72 acres, currently existing as two adjacent parcels, SCTM#1000-95-1-8.3 (54.24
acres) and SCTM#1000-95-1-7.2 (30.49 acres), into 6 residential lots ranging in size
from 2.1 to 3.9 acres, a right of way of 2.2 acres, and 2 agricultural lots totaling 60+/-
acres from which development rights are proposed to be sold to Suffolk County, in the
AC and R-80 Zoning Districts; and
WHEREAS, on August 15, 2017, Southold Town Planning Board granted Conditional
Sketch Plan Approval upon the map entitled 75/75 Clustered Conservation Subdivision
Big Bing", dated January 18, 2016 and last revised June 14, 2017, prepared by David
H. Fox, Licensed Land Surveyor; and
WHEREAS, on February 15, 2018, the Sketch Plan Approval expired; and
WHEREAS, on February 26, 2018, the agent submitted a request for an extension as
detailed in a letter submitted by the agent on March 1, 2018; and

WHEREAS, on March 12, 2018, at their Work Session, the Planning Board reviewed
the request for an extension; be it therefore
RESOLVED, that the Southold Town Planning Board hereby grants an Extension of
Sketch Plan Approval from February 15, 2018 to August 15, 2018 upon the map
entitled, 75/75 Clustered Conservation Subdivision Big Bing", dated January 18, 2016
and last revised June 14, 2017, prepared by David H. Fox, Licensed Land Surveyor.

Chairman Wilcenski: Baxter William J. Jr. - This proposal is a Standard Subdivision
of a 2.38 acre parcel into 4 lots where Lot 1 = 0.62 acres, Lot 2 = 0.63 acres, Lot 3 =
0.62 acres and Lot 4 = 0.52 acres, in the Hamlet Business Zoning District. The property
is located at 260 Griffing Street, on the northeast side of Griffing Street, approximately
402' west of the Main Road, in Cutchogue. SCTM#1000-102-5-9.4

SITE PLANS - STATE ENVIRONMENTAL QUALITY REVIEW ACT
SEQRA Type Classification/ Set Hearing:
Chairman Wilcenski: Purita Wine Production Building Amended — This Amended
Site Plan application is for the proposed construction of a 40' x 89'2"' (3,566 sq. ft.)
addition to an existing 101' 4" x 89'2"' (9,129 sq. ft.) wine production building to expand
the current uses of wine production and storage (not open to the public) totaling 12,695
sq. ft. on a 4.48 acre parcel (SCTM#1000-51-3-5) with an existing single family dwelling
and nine (9) parking spaces. The subject parcel is to be merged to ±21.6 acres of
farmland (SCTM#1000-51.-3-4.14) with Development Rights held by Suffolk County in
the AC Zoning District, Southold. The property is located at 5415 Old North Rd.,
Southold. SCTM#1000-51-3-5.1, 4.12, 4.13 & 4.14

WHEREAS, this Amended Site Plan application is for the proposed construction of a
40' x 89'2"' (3,566 sq. ft.) addition to an existing 101' 4" x 89'2"' (9,129 sq. ft.) wine
production building to expand the current uses of wine production and storage (not

Quality Review Act (SEQRA) 6 NYCRR, Part 617.5 (c), determined that the proposed
action is a Type II Action as it falls within the following description for 6 NYCRR, Part
617.5(c)(3) agricultural farm management practices, including construction,
maintenance and repair of farm buildings and structures, and land use changes
consistent with generally accepted principles of farming. The action is for the
construction of a 40' x 89'2"' (3,566 sq. ft.) addition to an existing 101' 4" x 89'2"' (9,129
sq. ft.) wine production building to expand the current uses of wine production and
storage (not open to the public); be it therefore
RESOLVED, that the Southold Town Planning Board has determined that this proposed
action is a Type II Action under SEQRA as described above.

Additions to the Existing Storage Building for Wine Production at Purita Winery"
prepared by Nancy L. Steelman, R.A. dated July 27, 2010 and late revised December
19, 2017.

Special Exception Extension:
Chairman Wilcenski: New Cingular Wireless at MOH Enterprises - This Special
Exception Approval was granted on September 18, 2012 for a wireless communication
facility consisting of a 70' monopole having internally mounted antennas at 67' and 57'
for New Cingular Wireless along with related base equipment on a 400 sq. ft. area. The
site includes an existing restaurant and boat marina on 4.7 acres in the M-ll Zoning
District. The property is located at 40200 NYS Route 25, ±400' east of Cedar Beach
Road, Orient. SCTM#1000-15-9-8.1
Martin Sidor:
WHEREAS, on September 17, 2012, the Southold Town Planning Board granted a
Special Exception for the Wireless Communication Facility for New Cingular Wireless at
the location referenced above; and
WHEREAS, the approved facility consists of a 70' monopole having internally mounted
antennas at 67' and 57' for New Cingular Wireless along with related 400 sq. ft. base
equipment area; and

WHEREAS, on September 12, 2017, the Special Exception Approval for the Wireless
Communication Facility, pursuant to Town Code §280-73(D), expired; and
WHEREAS, on February 27, 2018, John J. Coughlin, Esq., authorized agent, submitted
a request to renew the Special Exception Approval, together with documentation to
substantiate the application's eligibility for a renewal; and
WHEREAS, at their Work Session on March 12, 2018, the Planning Board found: (1)the
wireless communication facility is in compliance with all applicable laws, rules and
regulations; (2) the site remains in compliance with all of the conditions of the special
exception approval and site plan; (3) the facility is necessary to provide adequate
service; (4) that there is no reasonable alternative available to the owner which will
provide adequate service without the continuing use of the facility; (5) the Town Code
relating to Wireless Communication Facilities has not changed since this application
was approve; therefore be it
RESOLVED, that the Southold Town Planning Board hereby renews the Special
Exception Approval for the Wireless Facility as shown in the site plan application for
"New Cingular Wireless/MGH Enterprises", prepared by William F. Collins, dated April
1, 2009, and last revised August 11, 2012.
Please also note the following requirements in the Southold Town Code relating to
Special Exceptions:
1. Any Special Exception Approval granted under this article shall have a term
of five years, commencing from the granting of the Special Exception, which
may be extended for an additional five-year term upon application to the
Planning Board.
2. On a renewal application, the applicant shall demonstrate that the wireless
communication facility is in compliance with all applicable laws, rules and
regulations and with all of the conditions of the Special Exception Approval
and site plan, that the facility is necessary to provide adequate service, and
that there is no reasonable alternative available to the owner which will
provide adequate service without the continuing use of the facility.
Subsequent Special Exception renewals shall be subject to review by the Planning
Board and subject to such standards that shall be included in the Town Code at that
point in time.

Chairman Wilcenski: 6:01 p.m. — Pindar Storage Building — This Agricultural Site
Plan is for the proposed relocation and construction of a 1-story 3,259 sq. ft. building for
agricultural equipment storage and no basement, located on 70.4 acres in the AC
Zoning District where there is 7,151 sq. ft. of existing buildings. The property is located
at 39935 Route 25, in Peconic. SCTM#1000-85-2-9.2
Chairman Wilcenski: We had a Public Hearing scheduled for tonight for Pindar
Storage Building and we need a motion to reschedule it to April 9, 2018 at 6:02 p.m.
