RESOLVED to table the application of William Norris to place dock on piling, ramp, floating dock and pilings off private right- of-way at Jockey creek until agreement is reached with other users of the right-of-way as to whether one individual will use the right-of-way or a group will co-sponsor the project. If you wish to pursue the project by yourself it will be necessary for you to receive written permission from the others who have an interest in the right-of-way before the board can issue you a permit to do so. All factors which may be relevamt to the proposed work will be considered; among those are conservation, eco- nomics, aesthetics, general environmental concerns, historic values, fish and wildlife values, flood damage prevention, land use, navigation, recreation, water supply, water quality, energy needs,' safety, food pro- duction and, in genera], the needs and welfare of the people.
