LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, March 20, 2018 at 7:00 p.m.
Town Hall Annex – Land Preservation Department

Commencement:
The meeting began at 7:02 p.m. with five LPC members present.
Next Regular Meeting:
The next regular meeting is scheduled for Tuesday, April 3, 2018.
Committee Minutes and Adoption:
Acceptance of LPC meeting minutes from February 27, 2018
MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the February 27, 2018
Land Preservation Committee meeting minutes.
Motion carried: 4/0/1 (LPC members Will Lee abstained as he was not present at the 2/27/2018
LPC meeting. LPC member Eric Keil was not present at time of vote.)
Land Preservation Applications and Inquiries:
SCTM #1000-109.-1-10.1 (CARNATION PROPERTIES, INC. / McCALL FAMILY HOLDINGS)
PDR Application: Review purchase offer \[Executive Session\]
LPC Chairman Sam McCullough was not present during any discussion involving this project due to
his business relationship with the potential purchaser.
The LPC members entered into EXECUTIVE SESSION.
Purchase offer reviewed.
END OF EXECUTIVE SESSION
MOTION made by Doris McGreevy, seconded by Anne Murry, to amend the original purchase offer to
reflect elimination of rounding of the per acre value and to grant an extension of time for landowner to
respond to the amended offer to Friday, March 23, 2018.
Motion carried: 5/0
SCTM #1000-100.-3-12 (KRUPSKI FAMILY, LLC)
PDR application: Review potential purchase offer \[Executive Session\]
The LPC members entered into EXECUTIVE SESSION.
As directed by LPC, Land Preservation Coordinator Melissa Spiro shared appraised values at a
meeting held with landowner.
END OF EXECUTIVE SESSION
MOTION made by Eric Keil, seconded by John Simicich, to direct Land Preservation Coordinator
Melissa Spiro to extend an offer to landowner, Krupski Family, LLC, for the Town’s purchase of fee
title to approximately 3.5 acres for drainage purposes and the purchase of a development rights
easement on the remaining acreage of the lot identified as SCTM #1000-109.-1-10.1 (Scenario 1), for
a purchase price supported by an appraisal and subject to the approval of the Town Board.
Motion was discussed in further detail by LPC and Motion was revised:
MOTION made by Eric Keil, seconded by John Simicich, to direct Land Preservation Coordinator
Melissa Spiro to extend an offer to landowner, Krupski Family, LLC, for the Town’s purchase of (A)
fee title to approximately 3.5 acres for drainage purposes and the purchase of a development rights
easement on the remaining acreage of the lot identified as SCTM #1000-109.-1-10.1 (Scenario 1),
and (B) fee title to approximately 3.5 acres for drainage purposes and the purchase of a development
rights easement on the remaining acreage of the lot identified as SCTM #1000-109.-1-10.1 with the
landowner reserving a 1± acre development area with rights intact in the northeasterly corner to
remain linked to the farm area (Scenario 2). Both proposed purchase offers are supported by an
appraisal and subject to the approval of the Town Board.

The LPC members entered into EXECUTIVE SESSION.
Appraisal review by LPC and will continue at next meeting. Land Preservation Coordinator Melissa
Spiro directed to meet with Town Board to discuss range of a proposed offer.
