Present were: John Stein, Acting-Chairman Peter Meeker, Member Caroline Burghardt, Member James Abbott, Member James Dinizio, Town Board Liaison Lauren Standish, Secretary Absent: Peter Young, Chairman CALL TO ORDER The meeting was called to order at 4:35PM by Acting-Chairman John Stein. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Acting-Chairman John Stein announced the resignation of Keith McCamy from the CAC. John Stein briefly discussed the property erosion survey and will follow-up with Councilman Dinizio about accessing private property. REPORTS Peter Young attended the Board of Trustees held on January 17, 2018. 2 APPROVAL OF MINUTES Moved by James Abbott, seconded by Caroline Burghardt, to Approve the Minutes of January 10, 2018. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of JOYCE AND STUART NEWMAN for the existing single-family dwelling with an existing 515 sf. waterside deck with a proposed 527 sf. addition landward with a 172 sf. porch. Included in the proposal is a 396 sf. second-floor addition with a 94 sf. attached deck. Located: 56425 Route 48, Greenport. SCTM#44-1-24 Inspected by: John Stein, Peter Meeker The CAC does Not Support the project as applied for and recommends the cesspools are moved to the front of the property, in the northeast corner, and away from the Coastal Erosion Hazard Area. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of RENEE PONCET to construct a single-family dwelling and garage on vacant lot on the higher part of the lot, above the 10' elevation contour. Located: 702 Wiggins Lane, Greenport. SCTM#35-4-28.36 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of BREWER YACHT YARD AT GREENPORT to resheath 202 If. of existing bulkhead; replace fender piling and backing as necessary; raise 30' of existing bulkhead 29" to same height as the rest of the bulkhead; remove 50' of bulkhead, replace inkind/inplace and raise 29" to same height as existing. Located: 2530 Manhanset Ave., Greenport. SCTM#43-3-2 Inspected by: John Stein, Peter Meeker The CAC Supports the application and recommends the bulkhead is raised no higher than 24". 3 Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to NOT SUPPORT the application of MARIJO C. ADIMEY &VERONICA M. LUGRIS to reconstruct 84' of damaged fiberglass bulkhead in place of existing with steel sheet piling. To install (2) 20' returns and backfill with 45 cy. of fill from an upland source. Reconstruct 4'X 5' platform and aluminum beach access steps. Bluff shall be restored with Cape American Beach Grass and shrub/native species. Install French drains at top of bluff to reduce run-off. Located: 21515 Soundview Ave., Southold. SCTM#135-1-5 Inspected by: John Stein, Peter Meeker The CAC does Not Support the project as applied for. The rear setback of 16' from the bank is inadequate and the CAC recommends a new design plan due to the history of erosion in the area. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of TIMOTHY CASAMENTO & KLEO KING to construct a 28'X 46' detached garage. Located: 2667 Long Creek Dr., Southold. SCTM#52-9-1.2 Inspected by: Caroline Burghardt, James Abbott Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of SHAMGAR CAPITAL LLC to construct a 44'X 20' swimming pool and patio, install drywells to code, 23' retaining wall along south side of patio, pool fence, and a line of hay bales, silt fence during construction. Located: 1165 Kimberly Lane, Southold. SCTM#70-13-20.7 Inspected by: Caroline Burghardt, James Abbott Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of PETER NEGRI & ELIZABETH KAYE NEGRI to demolish and remove existing 16'X 21 attached greenhouse and construct in its place a t� 4 16'X 7' first-story attached pool cabana addition and 4'X 5.5' outdoor shower; construct a 20'X 40' in-ground swimming pool (partially in place of greenhouse and 87 sf. of existing on-grade patio to be removed); construct an 884 sf. raised masonry pool patio around swimming pool (partially in place of greenhouse and 166 sf. of existing on-grade patio to be removed) with 1'X 5' steps to grade and 2'X 4.5' steps to on-grade patio; construct 124 sf. expansion of an-grade masonry patio (partially in place of existing gravel patio); construct a 7'X 10.5' attached exterior storage shed adjacent to dwelling; remove existing concrete pad and construct 7'X 20' trellis over existing AC,units; install pool enclosure fencing; remove approx. 35 cy. soil material from behind existing boulder retaining wall and realign wall to allow for pool installation by removing 58 If. of existing boulder wall and installing 91 If. of boulder wall; and establish 10' wide non-turf buffer along top of bluff. SCTM#119-1-6.1 Inspected by: Caroline Burghardt, James Abbott The CAC Supports the application and recommends a 15' non-turf buffer along the top of the bluff. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by James Abbott, it was RESOLVED to SUPPORT the application of MATTITUCK PARK DISTRICT to demolish two building and to construct a new 167 sf. comfort station for those residents and tourists utilizing the beach at Veteran's Memorial Park. Project include connecting proposed comfort station to upgraded sanitary system, which is located more distant from the water than prior system, and a beautification component consisting of the planting of native beach grass species in vicinity of the proposed comfort station. Located: 11280 Peconic Bay Blvd., Mattituck. SCTM#126-6-17&18 Inspected by: Caroline Burghardt, James Abbott Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF AN APPLICATION TO AMEND A WETLAND PERMIT Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to NOT SUPPORT the application of MATTITUCK PROPERTY FAMILY TRUST to Amend Wetland Permit#8996 to authorize a +/-20 If. landward extension of the reconstructed low-profile vinyl groin. Located: 520 Park Avenue Ext., Mattituck. SCTM#123-2-28.4 The CAC does Not Support the application to amend the permit as it contradicts the original approval. The existing groin is underwater at both tide cycles and landward 5 aggression to connect is environmentally detrimental to the subject property and surrounding properties, and will impact the littoral drift of sand. Vote of Council: Ayes: All Motion Carried John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., February 14, 2018 at 5:30PM. The next meeting of the Conservation Advisory Council will be held on Wed., March 14, 2018 at 3:30PM in the Town Hall Annex Executive Board Room.
