Meeting Minutes
December 11, 2017

I. Call to Order
The meeting was called to order at 5PM
II. Roll Call
Frank Purita, Joann Maynard, Will Lee, Anne Murray, Nancy Torchio, Ian VanBourgondien,
Kristina Gabrielson, Nancy Foote
Also attending: Councilman William Ruland, Councilman Jim Dinizio, Denis Noncarrow,
Randy Wade, Chief Flatley, Mark Terry, Paul Libutti, Bob Hanlon
III.Approval of Minutes November 27, 2017
Accepted with a few adjustments. Anne moved motion to approve minutes, seconded by
Nancy Torchio. All ayes
IV. Discussion
Committee went into Executive Session 5PM
Meeting began 5:15 PM
Chief Flatley discussed violations in regards to wineries. In addition to local police activity,
NYS police do random checks and will conduct arrests if necessary. Mandating the TIPS
program for employees was discussed.
Jim Dinizio believes the wineries are responsible for their patrons. Unfortunately some
patrons tend to wander onto private property. Private property needs to be fenced or have a
warning posted. Incidents with patrons off winery property with alcoholic beverage can be
reported to SLA.
Frank added that outside Vinyeard 48 majority of complaints are noise complaints.
Chief Flatley explained code for excessive noise. Summons can be written after requests for
turning down the music. Ninety percent of the time those requests are complied with.
Additional complaints include traffic, limos, and special events. During peak summer season
the police department enforces limo violations. Most venues can handle their parking issues
on premises or with use of buses. Special events need a permit. The Town Board continues
to address the special permit issue. With 35 wineries approximately 18 apply for permits
Will Lee reminded the group that wineries need to hold events to help pay the bills.
Microwineries. Leasing property vs owing was further discussed. But some committee
members believe that leased property leads to rming
but leasing could be held as an option for new farmers.
Concerns of subdividing a smaller plot was discussed. Acreage could be subdivided and
leased out. Mark Terry suggested putting a cap into the language.
Will Lee added that there less than 10 acres. A
reception area could be considered. Add intent into the code language.
Jim Dinizio would like retail to also be addressed. Citizens of Southold need to be
represented.
The Town Board will decide on whether or
not to extend the committees commitment and notify the members.
Councilman Ruland suggested drafting an outline. There needs to be more discussion.
Develop The issues are bigger than anyone thought.
Get long tern leasing into the code. Invite experts to meet with the committee.
Mark Terry suggested plotting a mock winery on a map and see how it would fit. More input
from industry and community is needed. Focus on developed bullet points. Solve identified
problems.
Nancy would like to focus on definitions.

Councilman Dinizio believes the 10 acres/ 2 acres is a good benchmark. Define special
events by listing them. What are they? Make special exceptions where needed.
