Description of Project Type of Subdivision: Standard Acreage of Project Site: 5.67 acres # of Lots Proposed: 2 This proposal is for a Standard Subdivision of a 5.67 acre parcel into two lots where Lot 1 is 3.56 acres and Lot 2 is 2.11 acres located in the R-80 Zoning District. III: Action to review Sketch Plan Application Completeness Preliminary Lot Design Review IV: History On April 9, 2018, the Planning Board found the Sketch Plan application complete upon receipt of a Sketch Plan that meets the Town Code requirements for yield and design standards. The Sketch Plan proposed a 3 lot subdivision which did not meet the Town Code. On May 23, 2018, the Planning Board accepted a Sketch Plan submitted by the applicant that met the Town Code for yield and design requirements. This plan reduced the proposed yield to a 2-lot subdivision. The applicant's agent expressed that the "Guest House" located on the eastern property line of Lot 1 was intended to be removed. VI: Analysis On September 10, 2018, the applicant expressed concerns to Planning staff regarding the Guest House on proposed Lot 1. The applicant discussed creating a new design option that would accommodate keeping the structure. Southold Planning Department Staff Report The Certificate of Occupancy found in the records for the building labeled as "Guest House", dated December 29, 1983, lists the use as an accessory two-car garage. • The use of two principle structures on one lot is not permitted through the Town Code and Zoning Regulations. • The use of this structure needs to be clarified. • The appropriate permit for the structure should be required prior to a determination on the Sketch Plan application. On September 12, 2018, the applicant submitted two versions, "Sketch Plan A" and "Sketch Plan B", of the revised Sketch Plan that accommodate for the "Guest House" on Lot 1. V: Yield and Area Calculations The design of"Sketch Plan B" exhibits proposed lot lines more closely in conformance with Town Code §240-45 A. 5 Design Standards, which requires Side lines of lots shall be at right angles to straight streets, and radial to curved streets.
