Called to Order: 10:00 AM by Chairman Neb Brashich.
Members Present '

Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Nick
Mazzaferro, Highway Superintendent Vincent Orlando, Frank Field and Tom Fox.

Approval of November 13, 2017 Meeting Minutes
After the correction of a spelling typo on page 2, a motion to approve the minutes was made,
was seconded and was carried.
East End Transportation Council - Update
There was no EETC meeting.
Supervisor, Town Board &Town Trustees Requests
Weight Limit on Peconic Bay Boulevard Review Request
The Town of Riverhead reported that, although it would be ticketing overweight vehicles on that
roadway, effective enforcement would be difficult due to the heavy volume of vehicles.
Chief Flatley reported that observation has shown that heavy trucks generally exit PBB before
the Town of Southold line at Jamesport. Moreover, traffic on summer weekends is also big
issue, notwithstanding the weight limit issue.
Request for Placement of Street Lights on CR48 at the Town Beach- Southold
A local resident has requested that streetlights be placed at that location due to two large
houses recently constructed on the south side of that roadway. Although Jamie Richter thought
that those lights were not necessary, Chief Flatley will observe that location at night and report
his findings.
Status Report—Town-wide Parking Inventory
Summary of Current Issues
The remainder of the meeting was largely focused on the parking issue and addressing Love
Lane in Mattituck was considered to be of prime immediate importance. Councilman Ruland
summarized the major parking and traffic issues associated with Love Lane in Mattituck for the
Commission's consideration.
Although there are street-width limitations on Love Lane, large trucks continue to use that
roadway. Jamie Richter advised that NYSDOT is reviewing plans to realign the intersection of
that road with SR25.
Other Love Lane issues incl� ie motorists'failure to park within 18 inches of the curb, existing
layouts of parking lots, excessive dwell time at parking spaces, overnight parking in parking lots,
lack of adequate signage, URturns ano an upgrade and fedesign of Pike Street in the spring of

2018, for which a grant is being sought. However, stricter enforcement of existing parking
codes should be encouraged.
Mr. Ruland also observed that the public must be made aware of changes to come. Continued
seasonal operation of the North Fork Trolley Shuttle should be encouraged, particularly in view
of the enhanced LIRR weekend schedules, which will commence operating in the spring of
2018. It is expected that Denis Noncarrow will brief the Commission concerning the shuttle.
Proposed Meetings of North Fork Interested Parties
A meeting with representatives of NYSDOT, SCDPW, the Village of Greenport, the Towns of
Riverhead and Shelter Island in early 2018 should be encouraged to discuss North Fork traffic
and parking issues, particularly as Riverhead and Shelter Island will have new administrations in
January 2018. Ms. Phillips advised that VGPT is discussing parking concerns with the
Chamber of Commerce and local business.
As a first step, each town would be encouraged to submit its agenda in advance of the
proposed meeting, which should also include representatives of the NYS Police and SC Sheriff.
Thereafter, a second meeting would include chambers of commerce, wineries, farm stands, SC
Transit and the CSF and SI ferries.
Finally, a third meeting would include all of the above interests for a complete review of
proposals and/or recommendations with a view toward developing realistic and responsive
plans.

Given the North Fork escalating traffic issues, the Southold Town Board reached the
decision to host a meeting to discuss this urgent situation and possible traffic solutions,
specifically for the weekend traffic.
Attached please find a call for action and an issue paper prepared by the Town
Transportation Commission outlining the salient points of what is facing us. We would
appreciate a similar contribution from the village and towns to initiate the discussion.
I would like to invite your participation at this important meeting on February 281h at
10:00am at the Southold Recreation Center in Peconic. Please let me know the names
of the attendees as soon as possible.

CALL FOR ACTION — NORTH FORK ESCALATING TRAFFIC ISSUES
From a regional standpoint, the East End communities are facing pressing
transportation issues which need to be addressed sooner rather than later. Previously,
individual towns and villages attempted, with limited success, to resolve issues of
concern within their own borders. Mounting calls for action are being demanded by the
residents of these communities as traffic snarls engulf the region, particularly during the
summer season.
Of particular concern for the North Fork is the urgent need to address this situation at
the earliest opportunity and well ahead of the escalating tourist season crush on these
roadways.
Southold Town is ready to host a meeting early next year with officials from Greenport,
Riverhead and Shelter Island as well as other involved elected officials and government
representatives. The goal is to discuss possible traffic solutions, specifically for the
weekend traffic.
It is anticipated that there may well be a need for a concentrated traffic study in the
areas where the flow is so heavy and impediments are so strong.

The Bank owns a section of that parking according to the maps I have, not all of it. The LIRR owns all the
parking along the platform, and the bank owns a parcel at the corner of Pike and Love Lane that holds
about 20 spaces (that's just off the top of my head - I have the maps here that show that specifically).
The Town never owned any of it,just leased what the bank owns, and we used to have an agreement with
LIRR to maintain their section of the parking area, but the Town dropped those agreements some years
ago (since I've been here, maybe six years ago?).

Scott liked the documents, gave his approval and agreed to chair the Summit meeting. He made several
points:
* Farm Bureau will push hard in favor of the Harbes family whatever final decision
* Make sure that we include Orient and East Marion associations in the deliberation -Assured him this
would be so
* Bank now claiming that all parking on railroad side of Pike Street is theirs
Also added that he wants the Commission to come to a Board working session soon to present parking
inventory.

I had a request from John Sep.
He is asking the Transportation Commission look at two State Route 25 Pedestrian crossings.
He is asking us to review two locations to see if we think that cross walks are necessary.
Said there will never be constant pedestrian crossing but just on occasion when the trails are being used.
Can we put this on for discussion?

Dear Mr. Paleos:
Your December 1, 2017 letter to Supervisor Scott Russell regarding a new street
light request on the south side of County Road 48 was forwarded to the
Transportation Commission for action. The Commission discussed this at our
regular monthly meeting on December 11, 2017.
It should be noted that the Town has adopted a "dark sky code" policy which calls
for a reduction of street lights throughout the town.
Hence, the decision reached was that the Commission could not approve this
request for the roadway stretch facing the Town beach.
