Project Description: Due to Winter Storm Grayson on January 4, 2018, and to
prevent further loss of upland until storm-damaged bulkhead can be re-
constructed, temporarily install approximately 130 linear feet of stone toe armor
consisting of two vertically stacked rows of 3-4 ton stones on filter cloth, to be
located landward of approximately 107' section of storm destroyed bulkhead and
along base of escarpment. Measure is proposed as a temporary stop-gap until
all regulatory approvals can be obtained to construct a new bulkhead in place of
damaged structure.
Findings: The project meets the requirements for issuance of an Emergency
Wetlands Permit as determined by the Board of Trustees. The issuance of an
Emergency Wetlands Permit allows for the operations as indicated in the
application received on January 12, 2018, and.the project plan prepared by Ian
Crowley, dated January 7, 2018.
Special Conditions: A full Wetland Permit and a Coastal Erosion Hazard Area
Permit must be obtained within 90 days in order to conduct any further activity on
the property or bulkhead.
This is not a determination from any other agency.

and protects the dwelling structures and ultimately County Road 48 from flood and erosion damage--can be reconstructed.
Installation of the stone will have no adverse impacts on the adjacent tidal waters of Long Island Sound or the neighboring
bulkheaded property and will not cause an increase in erosion of the subject or adjoining property. To the contrary,
without the emergency installation of the stone armor,the subject property and dwelling structures--and potentially the
neighboring property and dwelling structures and County Road 48--would remain significantly more vulnerable to the risk
of severe damage and loss from flooding and erosion during the winter storm season.

On Friday,January 5, 2018 Trustee President Michael Domino and Vice-President John Bredemeyer did a site inspection
at 55585 CR 48, Greenport in response to your request.
It was apparent that the situation represents a true emergency involving not just the above referenced property but
adjoining properties and CR 48.
As such we advise you to apply for an emergency permit from our office and a DEC emergency permit. We will do
whatever we can to expedite the paperwork in order to address this situation.

I left a message with Diane this morning concerning a bulkhead failure that occurred during yesterday's storm at the
captioned property in Greenport(see attached photos). You may recall recently visiting the property in connection with
our application to transfer the wetlands and CEMP permits from Xikis to Dagounakis. I have not yet been to the
property myself but Ian Crowley contacted me to let me know that the wall failed and that the erosion cuts back deeply
into the property. If left unabated, the continued erosion could threaten to undermine not only the subject and
neighboring dwellings but also the public roadway.
However, since conditions would not allow the bulkhead to be safely reconstructed in the near-term, we are looking to
obtain emergency approval to install 2 rows of 2-3 ton boulders in the washed out section as a temporary stopgap until
the wall can be properly replaced. The stone could later be removed or ideally retained as a single row of toe armor in
front of the reconstructed bulkhead, but this is a conversation we could have later.
Hopefully you can take a look at the site yourselves and let me know if you agree with the assessment and proposed
emergency remediation. If so, I will review with Liz and Diane exactly what we need to submit in the way of application
paperwork. Fortunately the permits were successfully transferred to the current owners,who also have a recent survey
from September 2017.
