Herrmann En-Consultants 1319 North Sea Road Southampton, NY 11968 RE: ELIZABETH VAN BOURGONDIEN 875 HILL ROAD, SOUTHOLD SCTM# 1000-70-4-26 Dear Mr. Herrmann: The Board of Town Trustees took the following action during its regular meeting held on Wednesday, November 15, 2017 regarding the above matter: WHEREAS, En-Consultants on behalf of ELIZABETH VAN BOURGONDIEN, applied to the Southold Town Trustees for a permit under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated October 13, 2017, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator issued a recommendation that the application be found Consistent with the Local Waterfront Revitalization Program policy standards, and, WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on November 15, 2017, at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, 2 WHEREAS, the structure complies with the standards set forth in Chapter 275 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED, that the Board of Trustees have found the application to be Consistent with the Local Waterfront Revitalization Program, and, RESOLVED, that the Board of Trustees approve the application of ELIZABETH VAN BOURGONDIEN to remove and replace in-place approximately 91 linear feet of existing timber bulkhead with vinyl bulkhead; incidentally dredge 5' wide area adjacent to bulkhead to a maximum depth of-4' MLW and use approximately 10 cubic yards of sand/silt spoil as backfill; and to establish and perpetually maintain a 10' wide non-turf buffer along newly constructed bulkhead; with the condition of the installation of gutters to leaders to drywells; and as depicted on the revised site plan prepared by En-Consultants, dated December 12, 2017, and stamped approved on December 14, 2017. And the localized, ephemeral effects of the proposed incidental dredging to recover lost upland material(to be retained on site as backfill) will be contained by a silt curtain.
